Данная позиция широко распространена не только в исследованиях философов, но также и социологов, политологов, экономистов. Вместе с тем властные структуры всегда рассматривают прогресс как основу для общественной модернизации без возможности причинения вреда. Таким образом, необходим поиск между стремлением общества к прогрессу и поиску оптимальных условий сосуществования между властью и интеллигенцией. Новизна работы определяется тем, что историческое основание взаимодействия между органами власти и интеллигенцией следует рассматривать не только в исторической перспективе, но также и на основе экономического подхода или антропологического. Следует выявить то, насколько подобные взаимоотношения определяют возможность развития общества и насколько коррелируют с общественными интересами. Автором статьи не рассматриваются аспекты экономического характера стимулирования интеллигенции, а определяется ее роль в позитивном развитии социально-экономического характера в обществе.
