в XXI в. образование, получаемое как в формальной среде, создаваемой школами и университетами, так и в неформальной среде, создаваемой библиотеками, молодежными клубами, культурными центрами и социальными сетями, должно не только обеспечивать равный доступ к информационно-коммуникационным технологиям, но и обучать граждан, развивая их компетенции, чтобы они могли стать культурными, ответственными и критически мыслящими субъектами, поскольку знание в новой образовательной парадигме – необходимое условие для сознательного развития личной свободы и демократических общественных ценностей. В статье выявляются и анализируются 10 инновационных компетенций, наиболее актуальных, по мнению автора, для формирования и развития профессиональной личности в рамках непрерывного образования в течение всей жизни (lifelong learning – LLL), а именно креативность, способность к решению проблем, коммуникативная способность, лидерство, критическое мышление, способность к сотрудничеству, управление информацией, адаптивность, любопытство и рефлексия. Автор выдвигает и развивает концепцию трех ипостасей гипертекстовой коммуникации, способствующих развитию компетенций, необходимых для успешного формирования и развития профессиональной личности и эффективного функционирования профессионалов в современной цифровой экономике, а именно – гипертекстовой коммуникации, функционирующей как среда, способствующая развитию профессиональной личности в течение всей жизни, как средство развития профессиональной личности и как профессиональная компетенция, обусловленная требованиями новой цифровой эры.
