Политическая толерантность в мегаполисах связана с повышенным уровнем протестных настроений. Это имеет последствия для дебатов вокруг осуществления гражданских свобод, доводов против свободы слова и собраний (или, по крайней мере, для ограничения этих свобод). Одна из причин, по которой можно мириться с непопулярными высказываниями, заключается в зависимости между терпимостью и жизнеспособностью демократии. В то время как уровень протеста, выраженный в государстве, может не соответствовать линейным образом здоровью его демократии, протест, несомненно, является необходимым условием ее жизнеспособности. Способность граждан свободно собираться, маршировать и выражать свое мнение вне рутинных (и часто контролируемых) политических каналов – вот что отличает демократию от различных авторитарных факсимиле, циркулирующих сегодня. Нетерпимость к тем, кто придерживается сомнительных политических взглядов, не только подавляет эти непопулярные голоса, но и рискует создать более широкую культуру конформизма, в которой блокируются все меньшинства и несогласные взгляды.
