Определены три конкретных подхода, которые могут использоваться центральными и региональными властями в отношении местного самоуправления, а также политическими лидерами при управлении своими территориями: корпоративный (совместный), принудительный и концептуальный. Кооперативный характер и основан на объединении местных и национальных ресурсов и политического потенциала как местными лидерами, так и посредством взаимодействия между уровнями власти. Принудительный подход основан на либо на прямом политическом контроле – посредством власти центрального правительства (и местных лидеров), либо на применении давления, политических уговоров или стимулов, где осуществляется прямой политический контроль. Концептуальная модель предусматривает необходимость решения проблемы разрыва между тем, что является политически целесообразным, – что местное правительство и местные лидеры могут сделать и чего-то достичь и реальностью. Понимание этого концептуального разрыва необходимо, учитывая темпы изменений в местном самоуправлении и различные возможности местных лидеров реагировать на возникающие проблемы, такие как меры жесткой экономии.</p> </abstract>      <trans-abstract xml:lang="en"> <p>the chapter examines the problems that are solved by local authorities and local political leaders in the European context. Three specific approaches have been identified that can be used by central and regional authorities in relation to local self-government, as well as by political leaders in managing their territories: corporate (joint), coercive and conceptual. Cooperative in nature and based on the pooling of local and national resources and political potential, both by local leaders and through interaction between levels of government. The coercive approach is based either on direct political control – through the power of the central government (and local leaders), or on the use of pressure, political persuasion or incentives, where direct political control is exercised. The conceptual model recognizes the need to address the gap between what is politically feasible – what local government and local leaders can do and achieve – and reality.
