Abstract

В работе предложен подход к оценке эффективности первичного звена на основе данных о госпитализациях, которые собирают страховые медицинские организации для расчетов с медицинскими организациями в рамках ОМС. Благодаря использованию регрессионного анализа медицинские организации сопоставимы по госпитализациям вне зависимости от демографической структуры прикрепленных к ним пациентов и их истории болезней. «Очищенные» данные о госпитализациях используются в индексе качества медицинской помощи первичного звена. Достижение медицинскими организациями медианного уровня качества оказания медицинской помощи позволило бы снизить число госпитализаций на 7%.
