    Abstract:
    В статье анализируются проблемы формализации и систематизации структуры ИТ-отрасли России, а также определения отраслевых субъектов на фоне высоких темпов развития отрасли и расхождений в оценках её доли в ВВП. Отмечается, что источником проблемы являются последствия ухода иностранных вендоров, а также риск в области управления ИТ-инфраструктурой, связанный с ограничением доступа к модели ITSM и библиотеке ITIL. В условиях импортозамещения и усиления роли ИТ-отрасли разночтения в оценках осложняют исследования темпов и структуры экономического развития. Для сокращения информационных пробелов требуется развитие российских моделей управления ИТ-инфраструктурой и формирование собственной библиотеки лучших практик.

    Abstract:
    В статье рассматриваются теоретико-методологические подходы к оценке влияния информационно-технологической инфраструктуры на социально-экономическую динамику аграрных регионов. Проведен анализ классических и современных экономических моделей роста в контексте цифровизации сельского хозяйства. Выявлены ключевые механизмы трансмиссии эффектов от развития ИТ-инфраструктуры к показателям производительности труда, качеству жизни сельского населения и структурным сдвигам в региональной экономике. Обоснована необходимость адаптации существующих моделей к специфике агропромышленного комплекса.

    Abstract:
    In the context of active digitalisation of public administration, the study of problems and prospects for the provision of services through multifunctional centres (MFC) becomes particularly relevant. The purpose of the article is to analyse the effectiveness of the current MFC model, identify key problem areas and develop practical recommendations for their optimisation in the context of the digital transformation of the region. The methodological basis was the analysis of the regulatory framework, statistical data of the MFC's activities, as well as the method of expert evaluation. As a result of the study, system barriers were identified that limit the potential of the MFC as a driver of digital changes: fragmentation of IT infrastructure, staff shortage and the need to improve quality assessment metrics.
