    Abstract:
    The article examines the role of the compulsory medical insurance system in the implementation of the budget policy of the Russian Federation. The revenues, expenditures, and interbudgetary transfers of the Federal Mandatory Medical Insurance Fund are analyzed. The key problems of budgetary support for medical insurance are identified. The article proposes directions for improving the budget policy aimed at increasing the sustainability of the compulsory medical insurance system, optimizing financial flows, and improving the accessibility of medical services for the population.

    Abstract:
    Проблема недостаточного финансирования медицинской помощи пациентам с аллергологическими заболеваниями на амбулаторном этапе в системе ОМС приводит к имитации помощи и повышению нагрузки на стационарное звено. При анализе бюджета медицинских организаций выявляется разрыв между реальными затратами на оказание помощи и установленными тарифами. Рассматривались такие аспекты, как кадровый дефицит, недостаточная оценка сложности и затратности манипуляций (специфическая иммунотерапия, аллергопанели) и дополнительные скрытые затраты медицинских организаций. Сделан вывод о системной недооценке аллергологии как клинической дисциплины, что приводит к снижению доступности и качества медицинской помощи для пациентов с аллергическими заболеваниями.
