Указана роль региональных акторов при формировании региональной политической элиты. Проведен анализ основных тенденции по формированию политической элиты в Камчатском крае, причин внутриэлитных конфликтов.

- Abstract:
- The article examines the socio-psychological mechanisms of managing urban population behavior in the context of legal socialization and the development of responsible environmental attitudes. The research aims to analyze methods of positive reinforcement on public motivation that facilitate the transition of external regulatory requirements into conscious personal attitudes. Based on the results of applied field studies and public surveys, the factors determining readiness for pro-social actions are revealed. The study demonstrates the influence of clear visual messaging, social approval mechanisms, and urban environment accessibility on transforming group social norms. The paper substantiates the advantage of psychological engagement methods over direct administrative control instruments
