- Abstract:
- The presented material outlines the author’s approach to structuring the innovative potential of a product (IPP) as an integral characteristic formed through the interaction of the enterprise’s innovative potential and the innovative potential of the environment. It is shown that the IPP cannot be studied in isolation from the infrastructure parameters of the external environment and cooperation ties with counterparties. A diagram of the interrelation of IPP elements is presented, including the product’s business environment and the levels of the environment’s innovative potential – international, federal/sectoral, and regional. Based on the materials from «Skolkovo‑Resident», the subsystems of the Russian Federation’s innovative infrastructure have been systematized: technical, consulting, human resources, information, financial, sales, and research and development. Relying on the regulatory definition of an infrastructure gap, the authors apply it to the conditions for implementing innovative projects and classify the causes of such gaps based on the nature of the scarce resource – information, resources, and competencies. The paper substantiates four tools for overcoming gaps: consulting, underwriting, stimulation, and direct participation. Furthermore, a transposed matrix is proposed, linking these tools with elements of the innovation infrastructure, taking into account the type of gap, the type of scarce resource, the stage of the product’s life cycle, and the strength of the influence. The material presented in the study is addressed to researchers in the field of innovative economics, employees of regional development institutions and practicing specialists in the field of innovation project management.
