    Abstract:
    The relevance of this research topic stems from the importance and significance of managing the development of the road network for achieving the national development goals of "A Comfortable and Safe Living Environment," "Decent, Efficient Employment, and Successful Entrepreneurship," and for ensuring Russia's economic security. The aim of the study is to identify the relationship between the development of the road network and the economic security of the Russian Federation. The study revealed that the implementation of the national project "Safe, High-Quality Roads," completed in 2024, has not fully addressed the challenges and risks to economic security associated with the high proportion of regional and local roads that do not meet regulatory requirements, underfunding of the road infrastructure, the slow pace of innovative development and the implementation of digital solutions, and regional differentiation in the quality of the road network.

    Abstract:
    The relevance of the research topic is related to the need to assess the results of the national project "Safe High-Quality Roads" implementation at the regional level, to identify unresolved problems of road development in the regions of the country. The objective of the work is to identify the problems of road development typical of the Samara region, to suggest possible ways to solve them. The study analyzed the state and dynamics of the Samara Region's highway network, road safety, and the practice of using PPP (public-private partnership) mechanisms to finance road construction, which uncovered problems such as the non-application of life-cycle contracts in road construction, a significant length of roads that do not comply with regulations, a funding gap for the highway complex, and low rates of digitalization in road construction, the absence of a long-term strategy for the development of Samara region highways based on a scenario approach. We developed recommendations that will help overcome these problems and simplify the achievement of strategic goals for the socio-economic development of the Samara region.

    Abstract:
    Авторами статьи уточнено соотношение элементов в классификации автомобильных дорог на основе федеральных законодательных требований. Выявлена роль и функции управлений дорожного хозяйства Минобороны России в достижении планируемого роста доли соответствующих нормативным требованиям автодорог в рамках проекта «Автомобильные дороги Минобороны России». Уточнены отдельные аспекты финансирования дорожных работ и технического прикрытия автомобильных дорог оборонного значении в зависимости от дифференциации на автодороги общего и необщего пользования. В результате вскрытия особенностей дорожных работ по содержанию, ремонту и капитальному ремонту автомобильных дорог необщего пользования определены различия и схожесть с дорожными работами по реконструкции автомобильных дорог необщего пользования.

Приведены основные функции транспортной инфраструктуры.
