    Abstract:
    This chapter examines trends and specific aspects of improving the personnel training system for Russia's defense-industrial complex (DIC), taking into account the current conditions of defense-industrial policy implementation. The theoretical and methodological basis of the study is based on empirical and theoretical methods. The study proposes a practice-oriented approach to personnel training for organizations within the Russian defense industry, envisioning comprehensive interaction between all entities involved in staffing organizations, from educational institutions to departments within the DIC, where the knowledge and competencies of graduates are put into practice. As a result of the conducted research, an integrated model for training professional management personnel for organizations of the Russian defense industry was proposed, which allows for the provision of practice-oriented training (retraining, advanced training) of specialists who will possess the necessary set of organizational and professional competencies to solve a wide range of management, production and engineering tasks facing organizations of the defense industry.

    Abstract:
    В статье автором отмечается, что в настоящее время актуальной с позиции современной геополитической конкуренции великих держав, являются стратегические технологии, которые обеспечивают огромные экономические и коммерческие преимущества. Кроме того, показано, что развитие отечественного и зарубежного производственного потенциала, особенно в отраслях, характеризующихся высокими требованиями к капиталу и значительной технологической сложностью, часто требует прямого государственного вмешательства в виде субсидий, поддержки научных исследований, и скоординированные инициативы в области промышленной политики. В работе применяется метод когнитивного моделирования, а также построены когнитивные карты и сделаны выводы.

    Рассмотрены сущность и особенности механизма государственно-частного партнерства (ГЧП). Автор пришел к выводу, что в условиях санкций и ограничений на ввоз ряда товаров первой необходимости, фармацевтических продуктов, импорт которых ограничен из-за санкций, руководству департаментов, агентств, комитетов различного уровня необходимо внедрять новые формы взаимодействия между госсектором и компаниями, с представительствами за рубежом, чтобы наладить идеальный объем импорта в сферы Минздрава, социальной защиты, чтобы избежать зависимости России от внешних условий санкций, которые ставят наше государство в состояние заложника геополитических решений.
