Отмечено, что занятия плаванием развивают смелость, решительность, дисциплинированность и умение действовать в коллективе, что поможет младшим школьникам при входе во взрослую жизнь. Материал может быть использован учителями младших классов и тренерами-преподавателями для популяризации плавания и формирования у детей ценностного отношения к здоровому образу жизни.

    Abstract:
    This chapter examines the most significant global and national socio‑economic trends related to the development of artificial intelligence technologies. The dynamics of attracting venture capital investment in projects related to artificial intelligence, government funding of the industry, the spread of artificial intelligence across various sectors of the economy, and the specifics of accounting for the economic effect of using the technology in companies’ operations are analysed in detail. The degree of concentration of investment resources and key developments in individual countries is identified, as well as the prospects for the development of artificial intelligence in various countries. The features of implementing intelligent systems in various sectors of the economy, their impact on labour productivity and the structure of functions performed by personnel are analysed. The article separately examines the growing demand for computing power and energy resources, as well as the main obstacles to the development of artificial intelligence technologies in Russia. The feasibility of Russian organizations focusing on creating specialized solutions to perform specific professional tasks is substantiated, and an approach to assessing the effectiveness of their implementation is proposed.

    This study examines the impact of ESG factors on the financial attractiveness of Russian companies. The ESG metrics employed include environmental, social, and governance rankings, as well as an aggregate ESG ranking, based on 2025 data from the RAEX agency. Financial attractiveness is assessed using indicators such as market capitalization, return on equity, and return on assets. The findings reveal disparities in the financial performance of companies with varying ESG levels, suggesting a correlation between a company’s ESG ranking and its financial attractiveness among Russian firms.

    Abstract:
    The relevance of the material is determined by rapid changes in the economic environment and the need for organizations to adapt to new conditions of competitive struggle. The aim of the study is to develop the main provisions of a project for the use of innovative technologies in personnel management. The information base comprises report materials and other documentation of enterprises, the works of Russian and foreign authors devoted to personnel management, as well as other legislative and regulatory reference materials. In preparing the chapter, the following research methods were employed: systems analysis, the comprehensive approach, the mathematical method, the network planning method, quantitative and qualitative analysis, graphical and economic‑statistical research methods, the method of generalization, and others. To address the identified problems, the work proposes a set of innovative personnel management methods. The key direction is the digitalization of HR processes through the introduction of a modern electronic document management system.

    В статье рассматриваются организационные и экономические аспекты использования технологий искусственного интеллекта в образовательной деятельности военного вуза. На основе анализа научных публикаций и нормативных документов предложена система критериев оценки и поэтапный механизм принятия управленческих решений. Показано, что положительный эффект возможен при применении ИИ к конкретным типовым задачам, обязательной экспертной проверке результатов и сохранении ведущей роли преподавателя. Предлагаемый подход имеет теоретико-методический характер и может служить основой для последующей апробации в образовательных организациях высшего образования.

    В статье рассматриваются актуальные вопросы управления организацией и проведением культурно-досуговых мероприятий в учреждениях социокультурной сферы. Целью исследования является оценка эффективности управления детскими досуговыми программами в условиях жилого района и выработка рекомендаций по совершенствованию управленческих подходов. В работе проведена оценка эффективности управления по двум критериям: социальная эффективность (удовлетворенность и вовлеченность участников) и организационно-маркетинговая эффективность (охват аудитории и посещаемость). Установлено, что при высокой содержательной эффективности наблюдается низкая организационно-маркетинговая эффективность. Выявлено, что качественный сценарный продукт при отсутствии системного продвижения и учёта логистических ограничений не достигает своего потенциального охвата. Сформулированы практические рекомендации для администрации учреждений, направленные на повышение эффективности продвижения, кадрового обеспечения и перехода к цикличным форматам досуга.

    В органах власти необходимо обеспечить формирование организационной культуры таким образом, чтобы доверие население к ним было на высоком уровне. Сами же государственные служащие имеют определенные профессиональные, этические качества, которые могут повлиять на ненадлежащее исполнение их служебных обязанностей. Автор подробно рассматривает такие аспекты, как эффективность деятельности госслужащих, которая является ключевым показателем качества государственной службы. Методологическую основу составили анализ нормативных документов и статистических данных в области организационной культуры государственных служащих. Рассмотрены практики частного бизнеса при формировании организационной культуры, выявлены особенности организационной культуры в органах власти и обеспечение баланса между адаптивностью и управляемостью на государственной службе. На основе авторского опроса приведены результаты, показавшие проблемы реализации Указа Президента в современных условиях. Выявив четыре ключевые проблемы, предложены меры по совершенствованию организационной культуры по формированию ценностных ориентаций и норм поведения через образовательные механизмы.

    Abstract:
    This article explores the application of rule-based machine learning, specifically decision trees, for predicting corporate bankruptcy within a hierarchical framework. Using a dataset from the Taiwan Economic Journal (1999–2009), the study evaluates the economic performance indicators that critically influence financial distress. The decision tree model achieved an error rate of 1.6%, outperforming neural networks (2.67%) and Kohonen maps (2.98%). The most significant factors identified include Persistent EPS (22.4%), Working Capital to Equity ratio (20.1%), and Pretax Income to Capital (15.5%). The results provide a transparent, scalable tool for investors and creditors to mitigate financial risks.

    Рассмотрены поведенческие приёмы увеличения среднего чека в мобильных приложениях и на сайтах предприятий общественного питания. Цель исследования – систематизировать эти приёмы и определить условия их экономической целесообразности. Использованы анализ научных публикаций, сопоставление отраслевых кейсов и сценарное моделирование. Приёмы сгруппированы по предполагаемому механизму воздействия, способу реализации и показателям оценки. На материалах Burger King и TanukiFamily разграничены изменения показателей во времени и различия между группами клиентов. Предложена расчётная схема дополнительного операционного результата с учётом переменных затрат, расходов на стимулирование и сопровождение проекта. Для условного предприятия определены порог покрытия дополнительных расходов и прирост среднего чека, обеспечивающий расчётное возмещение первоначальных вложений за заданный период. Подход предназначен для предварительного экономического обоснования изменений цифрового канала заказа.

    Abstract:
    The article examines the role of partner network retention in the marketing strategy of a direct selling company. In such a company the partner is at the same time a buyer of the products, their seller and a channel for recruiting new members, so the loss of a partner means not only lower sales but also a weaker distribution system. Based on the internal sales statistics of the international company APL GO for 2022–2025, an index and structural analysis of paid sales was carried out for the company as a whole and for the Russian market. It was found that after the peak of 2023 sales have been declining, the decline in Russia being much deeper than in other countries, and that most sales come from repeat (secondary) purchases of existing partners. It is concluded that the retention and activation of the existing network should become a priority of the company’s marketing strategy. Directions of a retention strategy and a set of indicators for assessing its performance are proposed.

    В статье рассматривается существующее противоречие процесса коммерциализации спортивно-оздоровительного туризма. Анализируется трансформация отрасли из субкультуры самодеятельных путешествий в сектор рыночной экономики. Выявлены положительные макроэкономические эффекты, такие как создание рабочих мест, развитие инфраструктуры и импортозамещение. Одновременно исследуются деструктивные тенденции, связанные с девальвацией методической базы, снижением квалификационных требований к гидам-инструкторам и подменой спортивной цели развлекательной. Предложена модель государственно-частного партнерства, направленная на сохранение методической чистоты спортивного туризма при сохранении его коммерческой привлекательности.

В качестве методологической основы в статье использованы такие методы, как анализ, синтез, индукция, сравнение, обобщение. В статье представлена классификация налоговых портфелей в зависимости от рациональности и законности действий управляющих хозяйствующего субъекта в рамках налогового менеджмента и к ней даны соответствующие пояснения. В зависимости от указанного критерия налоговые портфели хозяйствующих субъектов поделены автором на избыточные, сбалансированные, заниженные.

    В статье обосновывается, что совершенствование системы развития персонала является ключевым внутренним фактором повышения эффективности нефтегазовой компании в условиях технологических изменений и геополитических вызовов. Проблематика исследования связана с выявлением слабых мест в существующих подходах к развитию компетенций сотрудников в контексте развития персонала компании (в части цифровых навыков, командной работы, адаптации) и разработкой практических инструментов для их устранения. Для анализа применяются сравнительный и системный подходы, а также опрос руководящих работников одной из компаний отрасли. Результаты показали, что ответственный и рациональный выбор направлений и источников будет способствовать прямому экономическому эффекту, повышению операционной надежности и безопасности, устойчивому кадровому обеспечению и удержанию талантов, а также гибкости компании.

    В статье на основе официальных данных контрольно-счетной палаты Магаданской области, службы исследований hh.ru и открытых статистических отчетов анализируется влияние кадрового дефицита в органах власти на использовании бюджета региона. Выявлено, что при рекордном росте доходов в 2025 году и увеличении расходов, кассовое исполнение составило менее ста процентов, что сопровождалось многочисленными нарушениями в сфере закупок и администрирования доходов. Обосновывается, что системный кадровый голод в ключевых отраслях (здравоохранение, информационно-коммуникационные технологии, госзакупки) создает прямые риски для освоения средств, выделенных на реализацию мастер-планов и социальных программ. Предложены кадровые меры, направленные на повышение эффективности бюджетных расходов.

    Статья посвящена исследованию методических подходов к оценке эффективности государственных программ в сфере образования. Актуальность исследования обусловлена необходимостью повышения результативности государственного управления и обоснованности распределения бюджетных ресурсов. Цель исследования состоит в развитии методического подхода к оценке эффективности государственных программ в сфере образования на основе комплексного учета степени достижения плановых результатов, финансовой эффективности, качества образовательных результатов и социально-экономического эффекта. Выявлено, что применение только план-фактного сопоставления показателей не позволяет в полной мере определить эффективность государственных расходов, поскольку не учитывает стоимость полученного результата, его качество и долгосрочный эффект. Рассмотрены интегральные показатели эффективности государственной программы в сфере образования, сформированного на основе четырех взаимосвязанных компонентов.

    The chapter examines the interrelationship between cultural and social capital as markers of the formation of a new social reality in the context of digitalization and globalization. The relevance of the topic is driven by the transformation of social institutions and the growing inequality in the distribution of these resources. The aim of the work is to study the structure, essence, and functions of cultural and social capital, as well as to analyze the mechanisms of their interaction. The material comprises foreign and Russian publications, including the works of J. Coleman, P. Bourdieu, K. Marx, and R. Putnam. The methods employed include content analysis, case studies, comparative and theoretical screening. Both positive and negative aspects of the application of the functions and mechanisms of capital are identified, and the necessity of taking them into account when developing educational, social, cultural, and economic programs of state policy is substantiated. The conclusion is drawn that the competent use of cultural and social capital makes it possible to adapt society to global changes.     The study of methodological approaches to assessing the efficiency of agricultural production has revealed a diversity of views among contemporary scholars. Sharing the resource-based approach and identifying key indicators, the authors systematized them into the following groups: general economic indicators, efficiency of labor resource use, fixed assets, and current material costs. To account for the market component and the specifics of interaction with stakeholders and government bodies, a list of institutional indicators is proposed. This makes it possible to assess the influence of the external environment on the efficiency of economic entities, which is particularly important when analyzing their specialization. Based on this approach, the work assesses the efficiency of agricultural production using the example of the «Beregovoy» Agricultural Production Cooperative. The conclusions formulated indicate the effective organization of the cooperative's production and sales activities and its well-structured product quality control system. Undoubtedly, the effective functioning of agricultural enterprises contributes to the sustainable development of the entire industry.

    The innovative renewal of the real sector of domestic production implies high positive rates of dynamic development and increased competitiveness both in the Russian Federation and abroad, which speaks not only to its necessity, but also to its lack of alternatives. At the same time, innovative management has recently significantly improved the existing tools and models at its disposal. This means that there is a need for additional research in this area. In the chapter, on the example of LIR LLC, the parameters of the development of one of the component enterprises of the automotive industry are given. Taking into account the market conditions, ways of improving process support in various (alternative) directions are proposed. Models of mathematical calculations help to choose and offer the most effective innovative solutions for further implementation in everyday activities.

    Abstract:
    В статье рассматриваются особенности оценки эффективности бюджетных расходов на здравоохранение в субъектах Российской Федерации. Анализируется необходимость сопоставления объема бюджетного финансирования с достигнутыми социальными и медицинскими результатами. Рассматриваются основные показатели эффективности, включая расходы на одного жителя, доступность медицинской помощи, обеспеченность кадрами, качество медицинских услуг и медико-демографические показатели. Обосновывается необходимость перехода от оценки исполнения бюджета к оценке конечных результатов государственной политики в сфере здравоохранения.
