    Abstract:
    This chapter examines the development of the Mir payment system and its impact on Russia's national payment infrastructure. Its relevance stems from the need to ensure the financial stability of the Russian economy through the development of a national payment card system. The authors discuss the conditions for payment systems to be considered nationally significant, the development and evolution of the Mir payment system, and measures to enhance the Mir payment system's influence as an element of the country's financial infrastructure. An analysis of the current operation of this payment system is provided, identifying its strengths and weaknesses and identifying areas for improvement. It demonstrates that the Mir NSPK has transformed from a risk management tool into a central element of Russia's digital economy.

    В статье рассматриваются актуальные проблемы правового регулирования безналичных расчетов в Российской Федерации. Проанализированы особенности нормативно-правовой базы в данной сфере, выявлены пробелы и коллизии в законодательстве. Особое внимание уделяется вопросам обеспечения безопасности безналичных расчетов, защиты прав и интересов участников расчетных правоотношений. Предложены пути совершенствования правового регулирования безналичных расчетов с учетом современных тенденций развития цифровой экономики и платежных технологий. Сделан вывод о необходимости комплексной модернизации нормативно-правовой базы в целях создания благоприятных условий для дальнейшего развития безналичных расчетов в России.

The experience of the formation and development of the National Payment System of the Russian Federation can be useful for making decisions on overcoming threats to the financial security of the national economy.
