Infrastructure for supporting children's reading in a preschool educational organization: structure and implementation algorithms

- This article explores the pressing issue of developing preschool-age children's reading competence through the creation of a comprehensive reading infrastructure within preschool educational institutions. Drawing on the "Concept of the National Program for Supporting Children's and Youth Reading in the Russian Federation," the authors explore the structural components of this infrastructure: motivational, environmental, spatial-temporal, and communicative. Particular attention is paid to the practical implementation of the proposed model within the framework of a municipal innovation platform, demonstrating the path from theoretical concept to the creation of an environment in kindergarten where children not only learn to read but also truly fall in love with books.

- Abstract:
- This chapter addresses the pressing issue of modernizing the training of future computer science teachers at pedagogical universities. The research is motivated by a contradiction between the new requirements for a computer science teacher as an architect of the school's digital educational environment and the insufficient practice-oriented focus of existing curricula. Based on an analysis of graduates' professional deficits and regulatory challenges, the author develops and scientifically substantiates an original practice-oriented training model. Its core consists of specialized practical modules integrated into academic disciplines, aimed at building skills in deploying and administering key elements of the digital educational environment (Apache/Nginx web servers, DBMS, LMS Moodle). The methodological foundation is formed by competency-based and practice-oriented approaches; methods of theoretical analysis, pedagogical modeling, and approbation were used. The model's implementation is supported by a unique environment of educational server platforms («server sandbox," KVM platform). Approbation in the educational process of VGSPU confirmed the model's effectiveness, demonstrated by the development of students' readiness to assume the role of developer and administrator of an educational organization's digital infrastructure. The results are valuable for teacher training university lecturers and educational program developers.

- This chapter examines the development of the Mir payment system and its impact on Russia's national payment infrastructure. Its relevance stems from the need to ensure the financial stability of the Russian economy through the development of a national payment card system. The authors discuss the conditions for payment systems to be considered nationally significant, the development and evolution of the Mir payment system, and measures to enhance the Mir payment system's influence as an element of the country's financial infrastructure. An analysis of the current operation of this payment system is provided, identifying its strengths and weaknesses and identifying areas for improvement. It demonstrates that the Mir NSPK has transformed from a risk management tool into a central element of Russia's digital economy.

- The comprehensive development of the territory of the Russian Federation and its corresponding infrastructure has been a priority for not just many years, but centuries of the historical existence of our country. As a legacy from the USSR, and earlier from the Russian Empire, modern Russia simultaneously received a developed transport and related infrastructure at a basic level, corresponding to the realities of the 19th and 20th centuries, but on the other hand, already quite worn out, and often not changed since the 50s of the last century. The transformation of the country into a modern digital economy is happening at an accelerated pace, budget financing is growing, national projects and goals are regularly formed, infrastructure in Russia has been built haphazardly for several decades: there is no clear plan for the comprehensive development of territories, unified statistics and assessment of the state of infrastructure facilities. Infrastructure development is one of the key factors in economic growth and improving the quality of life of the population. However, the implementation of infrastructure projects requires significant financial costs, which cannot always be covered by budget funds. In this regard, the issue of finding effective ways to finance infrastructure projects becomes relevant. The purpose of this work is to study the possibilities of financing infrastructure projects and to develop practical recommendations for choosing the most effective financing methods based on the effective use of rational land management methods and management of available land resources.

- The development of domestic tourism increases interest in small, peripheral cities, which are becoming increasingly popular among tourists. Small cities play a crucial role in the economy of regions, supporting and developing tourism, agriculture, and industry, and providing employment opportunities. Their development contributes to creating a comfortable living environment, attracting tourists, and preserving cultural heritage. However, small cities face a number of challenges, including a lack of tourism infrastructure, a shortage of personnel interested in preserving and promoting their unique culture, and a lack of awareness among potential tourists. Solving the problems typical of tourism development in small cities will not only contribute to the influx of tourists to the destination, but also to the formation of a city brand that is known beyond its borders. Supporting cultural initiatives at the state level allows for the most effective interaction with city administrations and their involvement in the tourism sector. A comprehensive approach to urban development aims to create new strategies for cultural, tourism, and historical heritage preservation, as well as for creating a comfortable urban environment. The cultural code and cultural identity of cities serve as the foundation for the spatial development strategy of the Russian Federation.

- The article considers the current state of the water supply system of the Krasnodar Territory from the point of view of municipal infrastructure management, special attention is paid to the problem of network wear. Statistical data on the provision of the population with water, the scale and age of the network infrastructure, as well as the dynamics of reducing network wear over the last decade are presented. The main problems associated with high physical wear of water supply networks and its consequences for management were analysed: an increase in accidents, significant water losses, financial difficulties of enterprises and the need for large-scale modernisation. The measures taken by regional authorities to update networks (modernisation programs, investments, concession agreements and national projects) and management approaches to solving the identified problems are described. - The author proposed the use of project management tools in order to improve the spatial development of non-agglomeration territories of the Samara region. The results of the development and evaluation of the effectiveness of measures are briefly presented: 1) to create municipal road funds for rural settlements in need of construction/reconstruction of rural roads; 2) to organize co-financing of the construction of new roads of intermunicipal importance to ensure rapid communication with cities and regions within the Samara-Tolyatti agglomeration. To optimize management processes within the framework of the proposed activities, the “AS-IS” and “TO-BE” models were used.

- This study examines the complex world of cadastral considerations in the planning of tourist infrastructure with an emphasis on tourist and ecological trails (TET). On the basis of an integrated approach, the key indicators of the TPP are identified and the technical aspects of engineering structures at the TPP are considered. Based on Federal Law No. 221-FZ, the study examines in detail cadastral activities on extensive TET, with special attention paid to problems related to the diversity of land plots. The main conclusions emphasize the key role of cadastral works, contributing to informed decision-making in the field of sustainable tourism development.

- Currently, tourism is a backbone of the economy, and together with its associated sectors, it effectively combines many activities for global economic development. According to UNWTO data, tourism forms national competitive advantages and accounts for almost 11% of world GDP, introduces more than 4 trillion dollars into turnover, and for a number of countries, revenues from the tourism industry correspond to the basis in the country's budget. Currently, tourism is developing in the context of a deep crisis associated with the pandemic and the emergence of new strains of COVID-19, as well as with measures of external sanctions pressure caused by global political processes, which led to the need to revise traditional approaches to the leading tourism sectors – inbound and outbound, and in particular, international. International tourism has been largely affected by the coronavirus, as demand for services, the largest sources of foreign exchange earnings, has sharply decreased. The research problems are based on methodological approaches reflecting the issues of active transformation of global processes of world practice in the development of the tourism industry and its most important sectors. Technological and digital transformations are considered as key factors in the development of tourism. Possible trajectories of further tourism development are scientifically justified – transactional and infrastructural.
