- This article analyzes the functions of VHI, its role in the healthcare system, and key development challenges in the Russian Federation. The study identifies structural barriers: low purchasing power, lack of awareness, underdeveloped infrastructure, the lack of uniform standards for evaluating medical institutions, and regional disparities. It proposes ways to improve the VHI market through increased financial literacy, standardization of services, increased competition, and the development of evaluation methods for medical organizations.

- The article updated the feat of doctors during the Great Patriotic War. To this end, the experience of using multi-stage sorting of the wounded and prompt provision of both emergency sanitary care in the field and professional during complex operations was assessed. The contribution of well-known doctors and medical personnel in persons was considered in order to assess the demand for modern medicine and the profession of a doctor.

- The article discusses the problem of university training of pediatricians for work in the primary health care sector - children's clinics, in accordance with the objectives of the national project "Health Care". Taking into account the main goals of the national project aimed at reducing mortality in general and infant mortality in particular, the main way to implement it is the full staffing of medical personnel in primary health care in order to ensure access to medical care for the population and focus on preventive measures. The authors of the article analyzed the causes of the imperfection of providing primary health care for children, the low motivation of medical students to work as a local pediatrician, examined in detail the features of training at the pediatric faculty. The specifics of the pedagogical process aimed at training of future pediatricians at the university are specified and the author's view on its implementation is proposed. The authors formulate and justify a strategy for reforming the training of future doctors at the final stage of preparation. The need for an integrated approach to reforming the educational process, taking into account the formation of professional competencies of the local doctor, is shown. The authors also consider it necessary to expand and deepen knowledge not only in the field of pediatrics, but also psychology for future primary care physicians in order to improve the quality of medical care. Particular attention in the education of the future pediatrician should belong to practical skills, according to the qualification characteristics of the local doctor, which requires the availability of educational activities in simulation centers and university pediatric clinics. The authors consider the introduction of mentoring by experienced specialists over young pediatricians an essential condition for a high level of skills development. To solve the problem of low motivation of students to work as a local pediatrician, the authors propose expanding the possibilities of further professional and career growth. The most important and promising direction of optimizing the education of future district pediatricians, from the authors’ point of view, is the possibility of organizing specialized departments for training general practitioners at a medical university.

- The article presents the main provisions regarding the activities of some civic associations, which are formed and functioning with the participation of the state. The attention is paid to the role of the Civic Chamber of the Russian Federation, which implements public control measures in the field of health protection, including the measures in the framework of interaction with the Ministry of Health of the Russian Federation. In addition, the significance of the All-Russian civic movement «People’s Front» For Russia» in the ensuring conditions for exercising the constitutional right on health protection and medical care by citizens is noted. At the present time the activities of civic associations, which are formed and functioning with the participation of the state in the field of health protection can be considered in the system of guarantees that allows implementing above mentioned constitutional right.
