    Abstract:
    The main purpose of this study is to describe the concept of an automated assessment of the optimal energy intensity of a raw material region using automated software and analytical tools. A meaningful formulation of the problem of determining the energy intensity of the gross regional product and the application of a set of programs for numerical analysis of an optimization mathematical model are considered. The article describes the features and interprets the object of research – the energy intensity of the gross regional product for the region of the raw material type, as well as the principles of dynamism, optimizability and multi-criteria used in modeling and supporting managerial decision-making. An algorithm is proposed for assessing the impact of energy-intensive economic activities in the region on the growth of energy intensity through the influence of their characteristics on the gross regional product. To illustrate the application of the software and analytical complex, computational experiments were conducted related to the calculation of the gross regional product based on official statistics of the Kemerovo region-Kuzbass by type of economic activity for 2021. The influence on the energy intensity of the gross regional product of some scenarios of regional development, considering different configurations (sets) of energy-intensive economic activities in the region, is considered, and the proportions of the influence of these configurations are obtained.

A comprehensive approach to promoting entrepreneurship can significantly reduce the number of bankruptcies.

    Abstract:
    The article examines the issues of socio-economic development of the region using the Republic of Mordovia as an example. External shocks that Mordovia faced had a significant impact on the dynamics and results of socio-economic development of the region. The study involved statistical data from the territorial body of Rosstat for the Republic of Mordovia, data from various ratings of Russian regions, and materials from the authorities of the Republic of Mordovia, which made it possible to identify the following most pressing problems of regional development: low rates of economic growth, small volume of industrial production, shortage of investment resources of the workforce, unfavorable demographic situation, low standard of living.

    В монографии обоснованы концептуальные положения развития экономики региона. Разработана модель сравнительной оценки эффективности использования нематериальных факторов развития региональной экономики. Разработана методика мониторинга прогнозно-плановых инструментов стратегического управления социально-экономическим развитием региона в контексте логической цепочки «проблемы – резервы – решения». Предложены основные направления разработки и реализации стратегии социально-экономического развития регионов с учетом анализа региональных особенностей использования нематериальных факторов и определения стратегических приоритетов их эффективного использования. Разработана методика сравнительной оценки регионов по эффективности использования нематериальных факторов развития с использованием следующих относительных показателей. Предложенный инструментарий может быть полезен руководителям территориальных органов управления региональной экономики, образования, труда и занятости, а также научным работникам, преподавателям, аспирантам и студентам экономических специальностей, осваивающим особенности построения стратегических партнерств на современном этапе развития.
