    Abstract:
    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    The development of the education system on strategic horizons is a crucial task for the country's leadership, the scientific community, and the professional community. The quality of strategic decisions is determined by the competent application of a systematic approach and its elements, which allow for the prediction of changes in the external environment and the education system itself, taking into account and coordinating the interests and expectations of the education system's actors, using the methodology of strategic management, the program-target method, and the operationalization of concepts.

    Abstract:
    В статье рассматриваются методологические вопросы программно-целевого метода планирования и его влияние на реализацию социально-экономической политики региона. В условиях продолжающейся реформы бюджетной системы Российской Федерации первоочередной задачей бюджетного планирования является поддержание сбалансированности и устойчивости бюджетной системы государства, что проявляется в повышении эффективности, результативности и оптимальности использования бюджетных расходов как на федеральном, так и субфедеральном уровнях. По итогам исследования выявлено, что в условиях реализации программно-целевых методов управления социально-экономическим развитием регионов модернизация бюджетного процесса превращает государственные программы в один из важнейших инструментов бюджетирования, ориентированных на результат.
