    Abstract:
    В статье исследуется развитие инструментов финансового планирования и прогнозирования в секторе государственного управления в условиях возрастающей неопределённости внешней среды и ограниченности бюджетных ресурсов. Актуальность темы обусловлена необходимостью повышения обоснованности стратегических и бюджетных решений, а также перехода от инерционных методов планирования к адаптивным и риск-ориентированным моделям. Целью работы является систематизация современных инструментов финансового планирования и прогнозирования и обоснование направлений их совершенствования в системе государственного управления. В работе рассматриваются программно-целевые, проектные и сценарные инструменты, а также возможности цифровых платформ и интеллектуальных систем поддержки решений.

    Abstract:
    Статья посвящена исследованию методических подходов к оценке эффективности государственных программ в сфере образования. Актуальность исследования обусловлена необходимостью повышения результативности государственного управления и обоснованности распределения бюджетных ресурсов. Цель исследования состоит в развитии методического подхода к оценке эффективности государственных программ в сфере образования на основе комплексного учета степени достижения плановых результатов, финансовой эффективности, качества образовательных результатов и социально-экономического эффекта. Выявлено, что применение только план-фактного сопоставления показателей не позволяет в полной мере определить эффективность государственных расходов, поскольку не учитывает стоимость полученного результата, его качество и долгосрочный эффект. Рассмотрены интегральные показатели эффективности государственной программы в сфере образования, сформированного на основе четырех взаимосвязанных компонентов.

    Abstract:
    The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

    Abstract:
    В статье рассматриваются методологические вопросы программно-целевого метода планирования и его влияние на реализацию социально-экономической политики региона. В условиях продолжающейся реформы бюджетной системы Российской Федерации первоочередной задачей бюджетного планирования является поддержание сбалансированности и устойчивости бюджетной системы государства, что проявляется в повышении эффективности, результативности и оптимальности использования бюджетных расходов как на федеральном, так и субфедеральном уровнях. По итогам исследования выявлено, что в условиях реализации программно-целевых методов управления социально-экономическим развитием регионов модернизация бюджетного процесса превращает государственные программы в один из важнейших инструментов бюджетирования, ориентированных на результат.
