  • ORGANIZING SUPPORT FOR SMEs AT THE MUNICIPAL LEVEL

    Abstract:
    The article examines approaches to organizing support for small and medium-sized enterprises (SMEs) at the municipal level and analyzes the practical implementation of support measures using the city of Salekhard (Yamalo-Nenets Autonomous Okrug) as a case study, updated for 2025–2026. The methodological basis of the research includes an analysis of municipal regulatory legal acts and program documents, as well as an examination of mechanisms for providing financial and property support and the operation of the “My Business” support infrastructure. The study shows that municipal support in Salekhard in 2025–2026 is built on a combination of program-based management (municipal programs for 2022–2026), administrative regulations for granting subsidies (including to social enterprises), property support mechanisms (lists of municipal property for preferential access), and the use of regional support infrastructure with digital application channels.     Abstract:
    The chapter considers various issues arising in the process of realization of the constitutional right to housing. The basic principles enshrined by the legislator in the housing sphere are given. The main aspects of the mechanism of realization of the constitutional right to housing are highlighted. The list of grounds for the acquisition of rights and the emergence of obligations of the subjects of housing law is enumerated. The status of citizens in need of housing is defined. The ways of apartment building management and their differences are considered. The financial issue regulating various ways of obtaining housing is touched upon. Responsibility of participants of housing rights in various branches of law. Analyzes the activities of the state in this area, namely, the process of protecting this right at various levels.

    Abstract:
    The chapter is devoted to the study of the features of the investigation of fraud in obtaining subsidies in the field of small and medium-sized businesses. The relevance of the research topic is confirmed by the statistical data presented by the authors and is due to the frequency of recent detection of the facts of illegal receipt by business entities of budget funds in the form of subsidies for small and medium-sized businesses. The authors analyzed judicial practice and identified typical methods of committing fraud when receiving subsidies, considered the problems of preliminary investigation of this type of crime and formulated measures to improve it.

    Abstract:
    The article deals with the basic principles of lending in relation to the market of educational services. The characteristic of the specific features of the principles of lending of the main and accompanying loans provided by commercial banks to borrowers for their studying in higher educational institutions is given. The directions of financing and support of students of various social groups from the state, including guarantees and subsidies are studied by the author. The system of contracts concluded at various stages of the credit process in the field of education is highlighted.
