    Abstract:
    The chapter presents a comprehensive econometric analysis of the factors determining the dynamics of export revenues of Russia's key energy commodities – oil, gas, and coal – amid global volatility and geopolitical transformation. Based on Rosstat data over the past 25 years, regression models are constructed to quantify the contribution of macroeconomic factors (GDP, production, energy prices, exchange rate) and geopolitical risks. Comparative analysis using standardized coefficients and delta coefficients revealed fundamental differences in the revenue structure and vulnerability of the sectors: oil and gas exports are characterized by extreme dependence on global price conditions, while the coal sector demonstrates a more complex structure where the exchange rate and sanctions pressure play a dominant role. Key adaptation mechanisms of Russian foreign trade are identified: price adaptation, geographical reorientation of exports, and the use of the national currency devaluation effect.

    Abstract:
    Энергетическая безопасность Российской Федерации представляет собой одну из ключевых проблем современности, обусловленную рядом специфических особенностей отечественного топливно-энергетического комплекса (ТЭК). Территориальная протяжённость страны, неоднородность размещения природных ресурсов и несоответствие мест их добычи потребностям населения делают обеспечение устойчивого функционирования ТЭК приоритетной задачей государственной политики. Кроме того, усиление конкуренции на мировых рынках вынуждает Россию уделять особое внимание защите собственных интересов и развитию механизмов обеспечения энергетической безопасности. Это требует включения соответствующих мероприятий в перечень важнейших направлений внутренней и внешней политики государства.

    Abstract:
    The article deals with theoretical and legal issues related to the mechanisms of national security. The study shows that in order to ensure national security, it is necessary to take into account its constituent elements. One such element is energy security. Ensuring energy security should be implemented at the local, regional and Federal levels, taking into account the constitutional rights of citizens to a favorable environment, the prevention of environmental and man-made disasters, the rational use of natural resources. The author proposes to apply new approaches to the regulation of this type of relations, taking into account the systematization of normative legal acts in force in the Russian Federation, for the most effective solution of environmental and legal problems of energy security in Russia.
