    Abstract:
    В статье рассматриваются исторические аспекты развития и становления пожарной охраны на территории России. Автор рассматривает проблемы организации пожарной охраны на различных исторических этапах ее организации. Обращается внимание на необходимость и востребованность данной службы в связи с развитием страны. Исследователем подчеркнуто прогрессивное развитие противопожарных формирований, законодательной деятельности по вопросам обеспечения пожарной безопасности. Достижение цели исследования было достигнуто на основе использования различных архивных документов и ранее проведенных исследований. В работе широко использовались материалы Государственного исторического архива Чувашской Республики, Центра пропаганды и общественных связей ФГКУ «5 отряд ФПС по Чувашской Республике-Чувашии», монографии и труды различных авторов, печатные издания по истории пожарной охраны, собственные опубликованные исследования автора. Методологией исследования является анализ изучения историографии пожарного дела в России, в которой имеются сведения по проблематике развития противопожарной службы страны. Автор делает вывод о том, что вопросы обеспечения пожарной безопасности являются исключительно государственной прерогативой.

    На примере пассажирских АТП города Тюмени раскрываются особенности производственной и бытовой повседневности рядовых работников в 1964–1991 годах, реальные меры, предпринимаемые руководством предприятий, по улучшению их условий жизни и охраны труда. Источником информации послужили государственные архивы Тюменской области и материалы местной периодической печати. Сделан вывод о том, что в анализируемый период в пассажирских АТП г. Тюмени забота о человеке труда была в центре внимания руководителей предприятий.

Поэтому в статье рассматриваются некоторые варианты решения этого вопроса, сформулированы ориентировочные направления работы, так как здоровое поколение – это залог процветания нации.

    Abstract:
    This paper analyzes the following principles of Russian education: the principle of state funding of science and education, the principle of state responsibility of scientists for the development of science and education, the principle of responsibility and continuity. The genesis and the ontological concepts of philosophy in soil science are shown, some of the main provisions of the scientific and the philosophical, pedagogical, organizational and exhibition activities of E.D. Nikitin are given, and it is indicated that he created scientific and philosophical theory, revealing the main regularities of the relationship between man and nature, homolaterally (theory of the unity of man and nature), highlighted the versatility of feedback, based on the understanding of which, E.D. Nikitin has identified and classified the variety of geosphere, atmosphere and biogeocenosis features of soils and undertook philosophical and scientific generalization on this issue. Continuity in the work of the department «Natural zoning and soil formation» from the 50s of the XX century to the present time is revealed.

    The economic and legal aspects of the organization of the American system of insurance against industrial accidents and occupational diseases in the United States of America are analyzed in the paper. The first part of the monograph presents a comprehensive overview of various methods of financing and ways to monitor insurance schemes, as well as the practical implementation of various approaches. The authors described various systems, disclosed the principles of evaluation, and methods for creating flexible schemes. The purpose of the second part of the review is to present the experience of markets with different systems and to show the impact of the rating system on the insurance compensation system for employees.

    Abstract:
    The constitutions of many States set out the obligation of the government to guarantee a well-functioning and reliable system of protection against industrial injuries. Whether the government provides workers ' compensation insurance directly, or when it is delegated to a third party (special authorities or insurance companies), the government is still responsible for the operation of the system. The latter is of particular importance, since the settlement of claims for workers ' compensation insurance is of a long-term nature. An effective system of protection against industrial injuries and occupational diseases should be considered not only as a type of insurance but as an absolute need of the productive sector and as one of the foundations of social peace and economic stability.
