    В статье анализируется вопрос взаимосвязи глобализации, имперского гегемонизма и роста экстремизма как реакции маргинализированных субъектов на неравноправный миропорядок. Рассматривается доктрина устойчивого развития ООН как альтернатива модели потребления, роль науки в формировании нового социального мышления и институциональной роли университетов в развитии интеллектуально-духовного потенциала России. Подчеркивается необходимость глобального анализа мировых систем для осмысления субъектности модернизаций в условиях переходного периода.

  • Some Aspects of the Activation of Program-Targeted Support of Foreign Economic Activity

    Abstract:
    Today, during the period of the sanctions impact on Russia by foreign unfriendly countries, the role and importance of the regulatory function of foreign economic activity, the need for its improvement and adaptation to the changed conditions are increasing as never before. In this way, the author considers the tools of currency and export control, as well as tariff and non-tariff methods of regulation to be the most effective. Using the example of the customs industry, scientists conducted a retrospective study of the possibilities of intensification of existing activity algorithms. The reliability of the obtained results is ensured by the use of multifactor analysis, system, complex, process and situational approaches to the reference points of the studied problem. The conclusion is made about non-compliance with the balance of priorities (the predominance of the fiscal function over law enforcement), excessive liberalization of Russian legislation in foreign economic activity, relatively weak interdepartmental interaction. Measures are proposed to correct of imperfections by improving the risk profile and a number of other measures.
