    Abstract:
    The article examines key trends in the digital economy and their impact on the emergence of new business models in an Arctic, resource-extracting region—the Yamalo-Nenets Autonomous Okrug (YANAO). Based on an analysis of the region’s strategic documents and materials from the Higher School of Economics (HSE University), the paper summarizes the characteristics of digital infrastructure, the degree of engagement of residents and organizations in the use of digital services, and the managerial priorities of digital transformation. It is shown that the high penetration of broadband access and the internet creates prerequisites for market platformization, the development of “data as an asset,” remote services, and service-based models in the oil and gas sector, logistics, and the public services sector. A typology of promising business models for YANAO is proposed, and recommendations are formulated to mitigate risks when scaling digital solutions.

    Abstract:
    Статья посвящена изучению проблемных вопросов организации электронного правительства в РФ и поиску возможных путей их преодоления. Автор пришел к выводу, что ряд проблем могут быть решены или нивелированы путем эволюционного развития, только по прошествии времени, которое потребуется для перехода индивидуального и коллективного общественного сознания в информационную реальность. К таким проблемным вопросам относится улучшение кадрового потенциала и популяризация электронных госуслуг. Последующее совершенствование функционирования электронного правительства затруднено проблемами, возникающими из-за дисбаланса информационного развития между регионами, а также недостаточно эффективным функционированием единой системы межведомственного электронного взаимодействия и кадровой проблемой, порождающей сложности даже на первоначальном этапе воплощения концепции электронного правительства.
