    Abstract:
    The economy has undergone numerous changes over the past 40 years, the most significant being the transition from a planned to a market economy. This process, which began in 1992, was far from smooth and measured, allowing society time to adapt to the new system, but rather abrupt, eliminating any opportunity to adjust to the inexorable pace of development and change. The main difference between a planned and a market economy is the mechanism for resource allocation and pricing: In the Soviet Union, the state acted as the sole controller and regulator, determining the quantity, cost, and distribution of manufactured goods. In the Russian Federation, these powers are vested in individual entrepreneurs and legal entities, with rare exceptions, such as government contracts. However, even though this area is completely under state control, this does not mean it is immune to fraudulent schemes.

    В статье анализируются актуальные проблемы правового регулирования предоставления земельных участков для индивидуального жилищного строительства в Российской Федерации. Исследуется действующее законодательство в данной сфере, выявляются его пробелы и противоречия, затрудняющие эффективное и прозрачное предоставление земельных участков гражданам. Рассматриваются вопросы, связанные с процедурами предоставления земельных участков, включая аукционные и безвозмездные способы, а также особенности формирования земельных участков, находящихся в государственной или муниципальной собственности. Отдельное внимание уделяется проблемам, возникающим при реализации прав граждан на получение земельных участков, в том числе права на бесплатное получение земельных участков отдельными категориями граждан.

    Abstract:
    The article is devoted to the consideration of the system of medicines public procurement that is a backbone component of the population drug supply, which guarantees the availability and medical care quality according to the law. The author outlines that public procurement segment is one of the most stable and predictable segments of the Russian pharmaceutical market, since it is financed by budget funds of all levels and compulsory health insurance. The author comes to the conclusion that further development of the procurement system is one of the key areas for increasing the efficiency of managing state assets and the driver of growth in the social and economic development of the Russian Federation.
