Project approach as a trigger for activating the socio-economic space of the Russian Federation
Book Chapter
Development of the Russian socio-economic system: challenges and prospects- Author:
- Vladimir N. Kruglov
- Work direction:
- Глава 1
- Abstract:
- The chapter discusses the issues of effective management of the social sphere (projects) at the federal and regional levels. The study presents both empirical and theoretical approaches. Based on a sociological survey conducted in the Nizhny Novgorod region, conclusions have been drawn about the insufficient activation of a number of tools in this area. Adaptive measures are proposed for the existing management model, taking into account the similarity and peculiarities of the socio-economic systems of the subjects of economic activity of the Russian Federation. Among the main areas requiring adjustment are the problem of the personnel shortage of "innovative" type managers, the lack of an integrated approach in software, the imperfection of current legislation (in terms of effective software support for projects), as well as the bias and low efficiency of the tax base. Without improving these aspects, stable economic growth in key areas is unlikely: demography, healthcare, education, and the quality of life of the population. The author sees the solution to these problems primarily in the improvement of the existing program-target method in Russia, which is proposed to be used as a key tool for updating the social system.

- Abstract:
- A model of a statistical process control (SPC) system has been developed for the production of wood-polymer composite (WPC). The main goal is to improve the stability of technological processes and reduce the amount of defective products. The economic effect lies in reducing the costs associated with defective items. The developed model is tailored to the specifics of WPC production and can be applied at other enterprises.

- Abstract:
- The relevance of the research topic lies in the need for continuous improvement of the management system of state-owned enterprises based on the analysis of estimated performance indicators and identification of existing problems. The object of the study is the state unitary enterprise of the subjects of the Russian Federation of the Kaluga Region Kaluga MTS (hereinafter abbreviated as MTS). SE KO «Kaluga MTS»). The subject of the research is the management system of the Kaluga MTS State Enterprise. The theoretical basis of the research was domestic and foreign scientific periodicals, textbooks, and materials from scientific and practical conferences and monographs. The information base was the official website of the enterprise, its financial statements and reports of the Ministry of Agriculture of the Kaluga region. During the preparation of the material, such methods as computational-analytical, structural-logical, monographic, as well as methods of analysis and synthesis were used.

- Abstract:
- The authors summarize information on the methodological aspects of the application of the input-output method to analyze the socio-economic effects of tourism development in the regions. So far, the main practical problem remains the search for methods to optimize the assessment of the contribution of the tourism industry to the economy of the region, to identify the relationships between different sectors of the economy in terms of tourist demand. Systematic analysis and generalization of information were used as research methods. The results of the study allow us to conclude that the integration of the input-output method with econometric models and comparative analysis makes it possible to assess in more detail the multiplicative effect of tourist activity on the economy of the region, including an increase in production, employment and tax revenues.

- Abstract:
- The chapter examines algorithms for improving automated production management systems. The epistemological roots of various stages of the process are analyzed: automated control systems (ACS), automated production development systems (APS), computer-aided design (CAD) systems and Robotic Process Automation (RPA), as a developing technology involving bots that imitate human actions. The relevance of the problems raised lies in the lack of alternatives to innovative development for the domestic economy. This concept inherently includes a component of artificial intelligence associated with the implementation of automated control systems in production cycles. Using the example of Kaluga PJSC CADVI, the authors prove the effectiveness of introducing self-developing technologies for management activities. Systemic, complex, process and situational types of analysis are used. Layers of monographic and statistical developments are taken as the initial base. Specific proposals are given for choosing the most effective and reasonable platforms, taking into account current production realities.

- Глава 4
- Abstract:
- Today, during the period of the sanctions impact on Russia by foreign unfriendly countries, the role and importance of the regulatory function of foreign economic activity, the need for its improvement and adaptation to the changed conditions are increasing as never before. In this way, the author considers the tools of currency and export control, as well as tariff and non-tariff methods of regulation to be the most effective. Using the example of the customs industry, scientists conducted a retrospective study of the possibilities of intensification of existing activity algorithms. The reliability of the obtained results is ensured by the use of multifactor analysis, system, complex, process and situational approaches to the reference points of the studied problem. The conclusion is made about non-compliance with the balance of priorities (the predominance of the fiscal function over law enforcement), excessive liberalization of Russian legislation in foreign economic activity, relatively weak interdepartmental interaction. Measures are proposed to correct of imperfections by improving the risk profile and a number of other measures.

- Abstract:
- Today, in the energy sector, a promising direction for the use of renewable energy sources. A variety of enterprises often have production waste that can be used as renewable secondary energy resources. The concept of lean manufacturing goes hand in hand with increased environmental sustainability. Reducing production waste to a minimum by recycling it increases the energy-saving potential of production, on the one hand, and the indicator of environmental safety, on the other. Currently, the problem of utilization and further use of animal manure is relevant. One of the options for efficient processing of manure and obtaining valuable products from it is the production of biogas. Biogas technologies make it possible to most rationally convert the energy of chemical bonds of organic waste into the energy of gaseous fuel. Therefore, the search for new technologies for producing biogas is relevant in our time. Attention is paid to the processes of co-fermentation of animal waste with vegetable raw materials, the effects of increasing the yield of biogas are indicated.

- Abstract:
- The relevance of the monograph section is determined by the demand for scientific developments at the present stage aimed at combating poverty. In the light of the recent resolutions of the President of the Russian Federation V.V. Putin and government legislative acts, the developments made appear to be exactly the instrumental support that will help to expand, adapt and implement the best territorial practices to improve the quality of life in our country. On the basis of system, complex, process and situational approaches, the authors of the material analyzed a number of existing models of the socio-economic plan at the regional level. The conclusions made help to develop an adaptation mechanism that allows you to copy the successful experience of individual territories to many others. In addition, it is possible for researchers to create cluster packages of software-targeted support for the process, as a set of measures to combat poverty throughout the country.
