    Abstract:
    Currently, Russia is undergoing transformational processes that require a revision of the understanding of the nature and role of municipal Finance in the modern economy. The article presents the definitional certainty of the category "municipal Finance", scientific approaches to the structure and composition of municipal Finance, sources of financial resources of the municipality, as well as elements of municipal Finance. It is concluded that the role of municipal Finance in the modern economy is predetermined by the challenges associated with economic instability, budget deficit, on the other hand, the prerequisites for revising the current approach associated with expanding the understanding of the role of the population, local self-government bodies in the process of economic development of territories

    Abstract:
    Социально-экономические изменения, вызванные пандемией COVID-19, сказались на состоянии субъектов малого и среднего бизнеса, который стал испытывать недостаток финансовых ресурсов для развития. Проблема финансирования малого и среднего бизнеса стала ключевым вопросом как на федеральном, так и на региональном уровне. В ситуации, когда традиционные методы поддержки стали недостаточны, региональные органы власти были вынуждены незамедлительно принимать решения по изменению существующих подходов к поддержке малого и среднего бизнеса, вводить новые меры обеспечения социальной и экономической стабильности. Цель статьи – исследование финансово-кредитных мер поддержки со стороны федерального центра и региональных финансовых органов в пользу субъектов малого и среднего бизнеса, пострадавших от пандемии COVID-19. Сделан вывод, что проведение региональных мероприятий наряду с федеральными мерами поддержки субъектов малого и среднего бизнеса позволило снизить отрицательные последствия ковидного кризиса, но незначительно.
