    Abstract:
    The article discusses the development of legal regulation of import substitution in the system of state and municipal procurement in Russia. It explores the historical genesis of the institution of tenders and analyzes the impact of joining the World Trade Organization on the formation of the modern contract system. Special attention is given to the effectiveness of the national regime, quota mechanisms, anti-corruption (compliance) measures, and the specifics of procurement involving state secrets. Based on an analysis of the consequences of the 2014 and 2022 sanctions, the article evaluates the practical results of the import substitution policy and suggests promising areas for developing legislation in this field.

    Abstract:
    The attitude to the issues of health and treatment of students is of indisputable interest. The attitude of society to health as an actual value, and therefore to the treatment of diseases, their prevention and healthy lifestyle, significantly depends on what views they themselves, as future specialists, have, and what they will transmit in their work. The state of health of students largely depends on their physical condition, is reflected in various kinds of sensory and emotional experiences, causes a wide range of positively or negatively colored mental states.
