  • Systemic contradictions of financial support for regional development

    Abstract:
    The chapter examines key systemic contradictions in the financial support of regional development under contemporary conditions, including the impact of geopolitical changes and sanction pressures on financial flows and instruments. It analyzes the formation, allocation, and effective use of budgetary resources at the regional level amid current economic challenges. Special attention is given to financial regulation mechanisms, risks, and constraints hindering balanced regional development. The chapter proposes ways to improve financial policy to enhance the resilience and balance of regional growth, as well as the integration of innovative financial instruments into regional financial management. A systemic approach is employed, combining material, procedural, and managerial components of financial support. Strategic objectives and mechanisms for their realization are analyzed to increase financial support effectiveness.

    Автор статьи подчеркивает, что построение гражданского общества требует тщательного исследования социальных интересов, которые выступают побудительным мотивом деятельности людей. Наличие многих классов, слоев, разительно отличающиеся по доходам, уровню жизни и т. п., вызывает противостояние социальных интересов. Методологически они требуют своего исследования посредством включения в систему общественных отношений, выявления общего интереса, воплощением которого выступает социальное государство. Выявлены ключевые подходы к определению и систематизации социальных интересов как сложного социального явления, а также методы их изучения с учетом социально-психологических и социологических аспектов.

    . The author appeals to the actual topic today, which is restoration of the historic memory and the culture of national dignity in the mass conscience of citizens of Russian Federation as well as the memory on the Historic Russia in the scale of the USSR (neither the greater Russia should not be called ‘former’). That means the appeal to the to the problem of education of the truly patriotic consciousness and mentality on the genetics level of pride for our Fatherland and curator’s activities for its prosperity in order to overcome the imprinted antinational mythology in minds of several Russian generations, the social rent men thinking they belong to the consumerist society. Following the qualified analysis of modern geo-political background, condensed around Russian Federation and Historic Russia, the author uses methodology within the framework of the concept of geopolitical prognosis (factographic, situation analysis, experts’ estimation).

В качестве условия позитивного значения инновационного конфликта для организации рассматривается непосредственное управление конфликтом посредством методов «социальных технологий» и подбора подходящей стратегии поведения для сторон конфликта. Методом профилактики и регулирования инновационных конфликтов позиционируется формирование организационной культуры.

    Карабахский конфликт ввиду ряда предшествующих обстоятельств стал «вечным» – не имеющим такого решения, которое могло бы устроить все стороны соприкосновения, ведь оба враждующих этноса исторически неразрывно связаны с Карабахом, но не имеют возможности ужиться друг с другом в мире и добрососедстве. Каждое конкретное решение рискует привести к недовольству одной из сторон конфликта, и наоборот. Попытки найти компромисс не увенчались успехом как у чиновников Российской Империи, так и у функционеров Советского Союза, равно как и у иных сторон, предпринимавших попытки выступить посредниками. Сегодня же, по прошествии ряда кровопролитных столкновений, поиск решения, устраивающего всех, кажется не более чем несбыточной авантюрой. Все попытки мирного решения неизменно заходили в тупик. Причины сложившегося положения вещей и будут отражены в статье.

  • Ontology as a Term System of BPMN Notation

    Introduction. Business Process Model and Notation (BPMN) is widely used standard for modeling business processes and supported by the Object-Oriented Technology Specification Management Group (OMG). However, the BPMN 2.0 specification is quite lengthy and contains over 500 pages. Item definitions are scattered across different sections of the specification and sometimes conflict. In addition, the structure of elements and their relationships are described in the form of metamodel, but further syntactic rules are defined within the natural language text. The purpose. This article proposes an ontology that formally represents the BPMN specification. The item description is consolidated within the appropriate class, and further explanations are provided in the annotations. The taxonomic structure in an ontology provides navigation through concepts in is-a relationships. Methods. A possible way to organize terminological vocabulary is the construction of ontologies, terminological systems and the creation of terminological data banks. The open source Protégé ontology editor was chosen to form the ontology. The correctness of the resulting terminology is partly ensured by the Reasoner included in Protégé. Results. The ontology of BPMN 2.0 notation can be used in the educational process as reference, as well as to control knowledge. In addition, ontology can be used as tool for solving semantic search problems. A potentially interesting result can also be an automated synthesis procedure based on the proposed ontology of questions for tests in the LMS Moodle system or similar.
