    The features of the organization and functioning of public order protection bodies of numerous white governments that existed on the territory of Russia during the Civil war and foreign intervention in 1918–1921 are considered. Particular attention is paid to the difficulties of recruitment of local police, the specificity of the crime situation from region to region.
