- When carrying out work near sites inscribed on the UNESCO World Heritage List, an impact assessment on the universal value of the World Heritage sites is required to ensure their preservation. This paper analyzes the National Standard for Impact Assessment Reports, approved in 2018, and compares it with the recommendations of the International Council on Monuments and Sites. It also proposes solutions for addressing any identified discrepancies.

Fish Skin Products as a Factor in Preserving the Ethnic Identity of the Hezhe People

- Abstract:
- This article examines fish skin products in the context of traditional Hezhe culture, as well as the challenges of their modern production. The Hezhe are a people related to the Russian Nanai people, who inhabit the banks of the Amur River and its tributaries, the Ussuri and Sungari. Fishing and hunting are common elements of the traditional culture of both peoples. Currently, the unique fish skin processing technology used by the Hezhe is being actively reconstructed. Based on direct observation of the fish skin processing process, the author consistently reveals the processing and manufacturing technology for clothing from it. The material is accompanied by the author’s photographs. As a result of this research, the author concludes that, in the context of globalization and increased intercultural contacts, fish skin items are no longer serving utilitarian purposes and are becoming key symbols of national self-identity. Fish skin as a clothing material is currently popular among designers. In their hands, tanned fish skin can be combined with other materials, which proves the adaptability of the material, as well as its potential for use in the creative industry.

- The article examines the phenomenon of the Ingush tower culture as a holistic phenomenon that integrates architectural achievements, social institutions, legal and ethical norms, as well as religious and mythological beliefs of the Ingush people. Based on an analysis of architectural features, the typology of structures, and ethnographic research data, it is argued that the tower complex is not just a defensive and residential ensemble, but a sacred space that embodies the traditional code of honor of the Ingush people, known as «Ezdel».

Festivals as a Practice of Representing the Ethnic Culture of Tuvans

- The article is devoted to the study of festivals as a form of ethnic activism in the context of modern digital reality. They are considered as one of the varieties of social practices that contribute to the representation of the traditional culture of Tuvans. The work is based on materials collected by the author during visits to festivals in the Republic of Tuva, monitoring the activities of the participants — Tuvan craftsmen as active actors in ethnosocial processes to revive the traditional culture of Tuvans and subjects of ethnic entrepreneurship. Internet resources as platforms for expressing ethnic identity of Tuvans have also been studied, and scientific literature has been analyzed. The author comes to the conclusion that in the context of a changing socio-cultural paradigm, Tuvans as carriers of ethnic culture are changing the ways of transmitting and broadcasting their identity and cultural heritage. Observations show that the number of organized festivals is increasing every year. They differ in their focus on actualizing one or another lost aspect of traditional culture. Some of them acquire interregional or international status with the expansion of the geography of participants. During these festivals, ethnicity is reproduced through its playing on “stages”, as well as manifested at competitions and symposiums during the festivals. They represent elements, images, symbols, forms, and knowledge about Tuvan tradition. In the context of changing socio-cultural space, Tuvans are mastering new, mass ways of communication, expanding horizons and ways of forming and broadcasting their ethnic identity.

- The development of domestic tourism increases interest in small, peripheral cities, which are becoming increasingly popular among tourists. Small cities play a crucial role in the economy of regions, supporting and developing tourism, agriculture, and industry, and providing employment opportunities. Their development contributes to creating a comfortable living environment, attracting tourists, and preserving cultural heritage. However, small cities face a number of challenges, including a lack of tourism infrastructure, a shortage of personnel interested in preserving and promoting their unique culture, and a lack of awareness among potential tourists. Solving the problems typical of tourism development in small cities will not only contribute to the influx of tourists to the destination, but also to the formation of a city brand that is known beyond its borders. Supporting cultural initiatives at the state level allows for the most effective interaction with city administrations and their involvement in the tourism sector. A comprehensive approach to urban development aims to create new strategies for cultural, tourism, and historical heritage preservation, as well as for creating a comfortable urban environment. The cultural code and cultural identity of cities serve as the foundation for the spatial development strategy of the Russian Federation.

Reflection of Historical Time in Kazakh Documentaries

- The article deals with the unity of the national cultural heritage and historical time in Kazakh documentary films. The purpose of the article is to analyze the features of the use of time in the depiction of the spiritual world, national customs and traditions in the films of documentary film masters OrazAbishev, BakhytGafu-Kaiyrbekov and others. Based on the formal stylistic method, the significance of historical time in documentary films is explored. The author, considering the unity of the national cultural heritage and historical time in the Kazakh documentary, concludes that in the Kazakh documentary film, the reflection of the unity of the national cultural heritage and historical time has gone through several stages of formation, and was closely connected with the social, political phenomena taking place in the country. In conclusion, the stages of the formation of Kazakh documentary cinema are listed from the point of view of reflecting historical time and it is argued that: 1) the first stage is associated with the establishment of Soviet power in Kazakhstan, with the ideology and politics of socialism (1927–1930); 2) the second stage is connected with the reflection of people's memory and history on the documentary film screen in the conditions of the political, social atmosphere of Kazakhstan in the 1960s (1960–1970); 3) the third stage reflects the processes of returning to the origins of national consciousness, people's historical memory (1990–2020).

- The article is devoted to the problem of rational use of the potential of natural and cultural heritage objects. The relevance of the article is due to the fact that the development of Crimean tourism and local history organizations urgently requires practical measures to modernize socio- and ethno-cultural activities, and also leads to the search for new forms of interaction with local museums and the development of innovative methods and principles of preserving cultural and historical heritage. The author of the article considers the ecomuseum project "Belbek Valley" as an opportunity to reconstruct the appearance of rural dwellings of the 8-9 centuries. He raises the question of the materialization of such a reconstruction, the creation of a museum complex that will clearly present an early medieval rural settlement. The purpose of the article is to give an idea of the initial stage of design, i.e. the identification of the main objects of the prospective territory of the Crimea, followed by the development of a comprehensive program for the development of the region on the principles of the concept of unique historical territories. The materials for the study were natural monuments, archaeological sites, medieval historical and cultural memorials of the Crimean Peninsula. Based on the method of theoretical analysis, the uniqueness of the ecomuseum project "Belbek Valley" was substantiated. The conclusion of the article is made about the mountainous southwestern part of the Crimean Peninsula as a unique territory, which is a holistic, dispersed museum, full of monuments of nature, history, and culture.

- The theoretical, methodological and legal problems of the «intangible cultural heritage» as a social phenomenon is considered as well as the foundations of state policy in relation to monuments of cultural and historical heritage are defined. It is noted that the essence of this phenomenon – the preservation of the intangible cultural heritage - should be considered in two aspects: in a narrow and broad sense of this phenomenon. In a narrow sense, the essential characteristic of the institution in question refers to cultural, ethnic, personal identity. In a broad sense, the essence of this social phenomenon implies a number of aspects: ontological, epistemological, functional, philosophical, normative (regulatory), programmed, instrumental (methodical). A well-thought-out socio-cultural policy aimed at reviving and preserving the cultural heritage should be harmoniously implemented at the federal, regional, local (municipal) levels.
