  • Transformation of the Structure of Corruption Crime in Russia (2021–2024): A Quantitative and Qualitative Analysis Based on Judicial Statistics

    Abstract:
    This article examines the transformation of the structure of corruption-related crime in the Russian Federation over the period from 2021 to 2024. Based on the analysis of official judicial statistics provided by the Prosecutor General's Office of the Russian Federation, the Ministry of Internal Affairs of Russia, and the Unified Interdepartmental Statistical Information System (UISIS), key quantitative and qualitative trends are identified. Particular attention is paid to the period after 2022, characterized by a significant increase in the activity of law enforcement agencies. The problems of departmental statistics (fragmentation, latency) are systematized. It is concluded that there is a shift of corruption risks to the area of public procurement and the need for data consolidation for an effective anti-corruption policy.

    В работе рассмотрена государственная политика противодействия коррупции и этапы формирования антикоррупционного законодательства в России. Дана характеристика коррупции как негативного социально-правового явления. Представлен анализ объективных и субъективных признаков преступлений коррупционной направленности, проанализированы другие формы коррупционных правонарушений. Статья содержит характеристику современной системы противодействия коррупции. Оцениваются и анализируются основные компоненты российской антикоррупционной политики, а также рассматриваются проблемы осуществления противодействия коррупции в современном российском обществе.
