    Статья посвящена анализу и совершенствованию законодательства о государственном оборонном заказе. Гособоронзаказ является важной составляющей государственной политики в области обороны и безопасности, и его эффективное регулирование имеет стратегическое значение для суверенитета и безопасности государства. В работе рассматриваются существующие проблемы и недостатки в законодательстве о гособоронзаказе, предлагаются рекомендации по его совершенствованию с целью обеспечения эффективной реализации государственных оборонных программ.

    Abstract:
    The article deals with the key approaches to "soft law"and the factors for its transformation into "hard law". As regards the "soft law", the contribution of the Financial Stability Board's to the international economic regulation is identified. The study enables to determine the informal institutions' place and role in the regulation of international economic relations.
