  • Strategies for Import-Substituting Industrial Production and Mechanisms for Their Implementation in the Context of Digitalization

    Abstract:
    The relevance of this research topic stems from the need to successfully implement import substitution policies within Russian industry amidst rapidly accelerating digitalization. The chapter aims to assess the actual performance results of import-substituting industrial operations, the challenges arising during the implementation of chosen strategic approaches, and the extent to which industrial enterprises involved in import substitution are adopting digital technologies. Issues identified include a shortage of highly skilled specialists, a persistent technological lag, and the fragmented adoption of advanced digital technologies-characteristics typical of «catch-up» and inertial development strategies. Transitioning to a transformational strategy requires additional measures to incentivize the formation of clusters and joint ventures for localizing high-tech production, expand the network of engineering centers across Russian regions, and train specialists in managing import substitution projects.

    В статье исследуется трансформация механизмов страхования внешнеторговой деятельности под воздействием военного конфликта на Ближнем Востоке, нарушившего свободу судоходства в Ормузском проливе. На основе анализа динамики страховых премий, стоимости фрахта и изменений в маршрутизации грузов показано, что проявление военно-политических рисков привело к кратному росту тарифов на страхование морских перевозок (вплоть до 12 раз), аннулированию ранее оформленных полисов и переориентации транспортных потоков в обход Африки.

    В статье анализируются изменения структуры логистических рисков в условиях легализации параллельного импорта автомобилей после 2022 года. Выявлены ключевые факторы трансформации: географическая фрагментация маршрутов, удлинение цепочек поставок, появление платежных рисков при расчетах в юанях. Рассмотрена эволюция подходов к управлению рисками от реактивной адаптации к системной формализации. Представлен набор практических инструментов, позволяющих снизить операционные потери и повысить предсказуемость логистики.

    Abstract:
    The authors note that in the context of digitalization and transnational information exchange, it is of particular importance to protect the rights of holders of exclusive rights to intellectual property results used on the Internet through recognition of rights, their state registration and fixation through non-governmental instruments, contacting the competent authorities in case of violation and applying liability measures for their violation. Based on this, the authors conclude that effective protection of intellectual property on the Internet requires not only the integrated application of existing national mechanisms, but also coordinated international legal efforts aimed at overcoming jurisdictional barriers, balancing the interests of copyright holders and users, as well as adapting traditional legal structures to the realities of the digital economy.
