    Abstract:
    This article identifies a deficit in the axiological foundation of legal procedural policy, stemming from the absence of a normative hierarchy of absolute and relative values. It argues that justice, human dignity, and the supremacy of the Constitution should take precedence over instrumental principles. A three-tiered model of the axiological organization of procedural law is proposed, aimed at restoring its humanistic dimension and ensuring the sustainability of law enforcement in the face of digital transformation and regulatory instability.

Key methodological foundations are analyzed: goal-setting, axiological approach and foresight in law. Particular attention is paid to the need for a clear distinction between goals and means in legal activity, as well as the formation of legal awareness.

    Abstract:
    The article examines current issues of implementing the preventive function of modern legal procedural policy. The role of this function in preventing marginal behavior, extremism and judicial errors is analyzed. Particular attention is paid to a systemic approach to counteracting destructive phenomena, including the interaction of law enforcement agencies, educational institutions and public organizations. Aspects of rehabilitation of the innocent are considered, including ideal compensation as a form of public recognition of error. The need for interdisciplinary strategies to ensure stability, legality and citizens' trust in the legal system is shown.

    Abstract:
    Статья посвящена комплексному анализу проблемы правового статуса и координации полномочий субъектов гражданской процессуальной правовой политики в Российской Федерации. Автором поднимается вопрос об институциональной неустойчивости и нормативной незавершенности системы субъектов, вовлеченных в формирование и реализацию гражданско-процессуальных реформ. На основе анализа действующего законодательства, судебной практики и научных источников обосновывается необходимость институционализации механизмов межведомственного взаимодействия между Верховным Судом РФ, Федеральным Собранием, Министерством юстиции, а также профессиональными и научными сообществами. Особое внимание уделено дихотомии между де-факто влиянием субъектов, не обладающих законодательной инициативой, и де-юре бездействием уполномоченных органов. Предлагаются меры по совершенствованию координационной модели, включая создание постоянных экспертных советов и нормативное закрепление форм взаимодействия. Сделан вывод о необходимости перехода от иерархической структуры к модели паритетного правотворчества с участием всех заинтересованных акторов.

    Abstract:
    В условиях трансформирующейся правовой реальности гражданская процессуальная политика Российской Федерации развивается на стыке национальной правовой идентичности и глобальных правовых трендов. В статье предпринята попытка аналитически осмыслить процесс ее формирования и трансформации в контексте глобализации, когда юридические нормы, институты и практики становятся объектами транснационального обмена и правовой гармонизации. Акцент сделан на выявлении внутренних и внешних факторов, влияющих на вектор развития процессуальной политики, включая воздействие Европейской конвенции о защите прав человека, имплементацию стандартов справедливого правосудия, цифровизацию процедур и адаптацию зарубежных правовых институтов. Проанализированы этапы институционального становления гражданского процесса, начиная с реформ 1990-х годов и заканчивая актуальными изменениями 2020-х годов, включая суверенизацию процессуальной политики после выхода России из юрисдикции ЕСПЧ. Научная дискуссия вокруг этих процессов демонстрирует расхождение в подходах: от ориентации на глобальные модели до утверждения приоритета национального правового суверенитета. Делается вывод о необходимости разработки целостной концепции гражданской процессуальной политики как инструмента обеспечения баланса между универсализмом и национальной спецификой.
