- Based on the application of the methodology of the system approach, the chapter identifies such problems of the education sphere as insufficient quality of goal-setting, finding consensus among stakeholders, perception of participants of relations in education and other subjects of influence on its development as systemic phenomena, the need to specify models (portraits) of graduates as the ultimate goals of life activity of the education system, measuring their qualities and others.
