    Abstract:
    The article analyzes one of the political problems of the Great Patriotic War – the reorganization of government bodies in 1941–1945. using the example of the Chuvash Autonomous Soviet Socialist Republic. The history of the activities of state authorities and local self-government in wartime, which throughout all the years of the war carried out their responsible work to ensure the defense of the country, is examined in many ways. The features of the organization of military mobilization measures at the beginning of the Great Patriotic War, as well as the provision and conduct of evacuation measures in the first years of the war are shown. The work of party and government bodies in the field of socio-economic policy to provide the evacuated population with essential goods is presented.

    This article examines the issues of research on the functioning and development of state authorities of the USSR during the Great Patriotic War. This period of development of our society is one of the most dramatic periods in our history, when all the social institutions of the new society were tested for strength, and first of all the state authorities – the Soviets, which in the harsh war years assumed the heavy burden of military and economic tasks, played a crucial role in ensuring social and cultural needs the population, creating the necessary conditions to achieve victory in the war.

    Abstract:
    In this paper, the authors analyze the concept of psychological well-being, its criteria, as well as a brief problem of studying the issue. The specifics of the activities of employees of public authorities and the institute of public administration in modern conditions are considered. The most significant professional and personal characteristics for civil servants are highlighted, as well as the necessary parameters of their psychological well-being necessary for the effective performance of labor functions in public service bodies. The importance of determining the level of psychological well-being of civil servants in order to timely identify and correct psychological difficulties, as well as timely prevention of neurotic conditions and prevention of professional burnout is substantiated. Practical recommendations are given to determine the level of psychological well-being of employees of authorities and management. In addition, in order to increase the level of validity of personnel decisions, it is recommended to take into account the indicators of psychological well-being of candidates for vacant positions when working with the personnel reserve of the civil service.
