    Abstract:
    The chapter explores the organizational and functional model of university startup studios and the conditions for the institutionalization of startup studios. The article identifies the prerequisites for the demand for university startups in relation to the development of technological entrepreneurship. The integration of the federal project «University Technology Entrepreneurship Platform» into the national project has been reflected. The dynamics of startup studios' development have been addressed. The article analyzes the types of startup studios and highlights the institutional features of university startup studios. The article focuses on the role of the state in the development of university startup studios. The structural elements of the university startup studio model and their variability are considered. The advantages and problematic aspects of the study are highlighted. The need for further institutionalization to ensure the long-term functioning of startup studios is reflected.

    The psychological training program for supporting student technological entrepreneurship in the Russian educational environment of an educational institution of higher education is discussed in the article. Ways to develop entrepreneurial activity are proposed, based on the “psychocorrectional targets” identified by the authors and the psychological problems of beginning entrepreneurs.

    Abstract:
    The creation of the famous format for storing and broadcasting audio data – mp3 solved at one time the problem of high-precision transmission of human speech via telephone lines. But soon a real revolution took place in the world of telecommunications – a fiber-optic cable and an ISDN digital communication network were created. The developers switched to another idea – efficient encoding and compression of audio signals. The scientist who first drew attention to the fact that optimal compression of audio content is impossible without taking into account the features of the human hearing aid was Karlheinz Brandenburg, the "progenitor" of the mp3 format.
