    This chapter analyzes the digital transformation of Russia's higher education system under sanctions pressure. Key challenges related to the revocation of foreign software licenses, the cessation of access to international scientific databases, and restrictions on academic mobility are discussed. Based on an analysis of strategic documents and empirical data, the paper proposes the development of a new model of digital sovereignty in higher education, combining technological independence with the preservation of the quality of the educational process

    The chapter highlights the current issues of ensuring digital sovereignty and information security in the Russian Federation. The provisions of the migration policy approved for 2026–2030 are being reviewed, and the consequences of the measures taken in this area in the current year are being analyzed. The author emphasizes the importance of creating a digital migrant profile, its role in ensuring access to necessary services and information, and the potential for developing and implementing an effective mechanism for monitoring and supervising migration flows within the Russian state.

    Abstract:
    The introduction of digital technologies, services and platforms into all spheres of life raises issues of ensuring digital security and the sustainability of socio-economic and political systems in both developed and developing countries. The increasing information impact, including from external forces, is leading many countries to reconsider the principles of preserving national sovereignty. A new political concept of national sovereignty is developing, a separate element of which is digital sovereignty. This paper examines the main priorities of the domestic policy of a number of states (China, Brazil, Germany, USA, India, Norway, Russia) in the field of digitalization, which are aimed at creating digital sovereignty. The authors studied government programs and strategic planning documents; the authors also identified the main problems arising during the digital transformation of economic systems in Russia and proposed ways to solve them.
