- The chapter is devoted to a comparative analysis of the penal enforcement system of the Russian Federation and the penitentiary system of the People's Republic of China, formerly of 2 communist countries. The practice of applying criminal penalties in Russia and the PRC, studying the reasons for the consistent humanization over the past 30 years in the Russian Federation, as well as similar practices in the PRC. The arguments and reasons for the possible implementation of the positive experience of the two countries, including in the field of application of the institute of probation, are highlighted in order to develop the most effective mechanism for the implementation of state coercion through the implementation of criminal punishment.

- At the beginning of the 21st century, China adopted a strategy of “going global”. In the first decade of the 21st century, much has been written about the growing international presence of the People's Republic of China, especially in developing regions such as Southeast Asia, Africa and Latin America. China-Latin America relations have deepened significantly in recent years so much, that the first decade of the 21st century can be called the “Chinese decade of Latin America.” However, as predicted at the very beginning, Latin America's trade relations with China are characterized by exports of primary goods from the region and imports of manufactured goods from China. The commodity boom driven by China undoubtedly helped the region weather the global financial crisis that broke out in 2008/2009. Latin American politicians are increasingly concerned about the imbalance of their trade schemes, especially as the Asian giant is going through an economic decline, commodity prices tend to decrease.
