    Abstract:
    В статье рассмотрена структура и динамика развития рыбохозяйственного комплекса (РХК) Ростовской области, выявлены положительные и негативные тренды его развития. Характеризуются основные направления РХК, такие как товарное производство рыбы, рыболовство и рыбопереработка, подчеркивается их значимость для экономического роста региона и обеспечения продовольственной безопасности. Особое внимание уделяется аквакультуре как перспективному направлению, обусловленному благоприятными климатическими условиями региона. Делается вывод о необходимости использования комплексного подхода для обеспечения устойчивого развития РХК Ростовской области, включающего государственную поддержку в виде финансирования и создания благоприятных условий для бизнеса, а также меры по охране ресурсов и модернизации производственной инфраструктуры.

    Abstract:
    В статье рассмотрена структура рыбохозяйственного комплекса России (РХК), обозначены наиболее значимые нормативно-правовые акты в данной сфере, а также проблемы устойчивого развития отрасли. Делается вывод о том, что, несмотря на сформированность нормативно-правовой базы, регламентирующей вопросы изучения, сохранения и рационального использования водных биологических ресурсов, создания предпосылок для динамичного и поступательного развития РХК, обеспечивающего необходимый уровень продовольственной безопасности страны, существуют проблемы, требующие совершенствования законодательной базы как основы государственного регулирования РХК.

    Abstract:
    Over 2012–2022, there were changes in the composition of the number of employees and revenue to the type of economic activity «Agriculture, forestry, hunting, fishing and fish farming» in the context of the regions of the Central and Far Eastern federal districts. There were also changes in the structure of the analyzed indicators. Assessment of structural shifts in the Central Federal District and the Far Eastern Federal District indicate the presence of both negative and positive ones. The assessment using the integral indicator made it possible to indicate the presence of insignificant structural differences in the number of employees and very significant structural differences in revenue for the analyzed type of economic activity. The noted changes led to the improvement in the industrial index of labor productivity and, as a result, the presence of a positive shifting effect due to changes in the structures of the number of employees and revenue in the Central Federal District and the Far Eastern Federal District in 2017–2022.

    В статье рассматривается возможность применения математической модели, описывающей совместное влияние факторов непредсказуемо и непрерывно изменяющейся внешней среды на концентрацию рыбной популяции, что актуализирует решение задачи прогнозирования динамики численности морских рыбных популяций в целях обеспечения эффективности управления добычей рыбы, обусловленной рыночным характером экономики.
