Development of the Russian socio-economic system: challenges and prospects

- The chapter examines the mechanisms by which external rating management influences the development of regional energy supply systems in Russia. The author explores the theoretical foundations of rating management as a complex of organizational, information-analytical, and communicative measures aimed at interaction with independent rating institutions. A structural characterization of regional energy systems is provided, along with an analysis of the mechanisms governing their interaction with the external rating management framework through a closed-loop feedback cycle. Five principal mechanisms of rating management are identified and examined: informational, regulatory-legal, economic, organizational-managerial, and socio-psychological. Specific cases illustrating the impact of regional investment ratings, sectoral performance ratings of energy companies, credit ratings, international certification, and public monitoring on the development of regional energy systems are considered. The findings confirm that the combined effect of diverse rating management mechanisms creates a conducive environment for the advancement of regional energy systems and the enhancement of their operational efficiency.
