    Abstract:
    The chapter is devoted to checking the compliance of the main parameters of the state programs of the constituent entities of the Russian Federation in the transport sector with the principles of program-target planning and the strategic guidelines of the transport policy of the Russian Federation. The purpose of the study is to assess the content of the state program «Development of the Transport System of the Leningrad Region.” The role of the state programs of the constituent entities of the Russian Federation in the structure of program-target planning and the main tools of the unified state policy in the transport sector are presented. An analysis of the main parameters of the state programs of the constituent entities of the Federation that are part of the North-Western Federal District in the transport sector, and an assessment of the content and level of the state program of the Leningrad Region using the SMART methodology, showed that the program's goals are formulated concretely and measurably, but their full achievement has not been realized. Practical recommendations are provided to improve the effectiveness of the state program at the planning stage.

    Учебное пособие «Конституционно (публично-правовые) основы транспортного права в Российской Федерации» концептуально раскрывает основополагающие принципы функционирования государства в современнейшей динамике и разнора́курсности конституционно (публично-правовых) общественных отношений в транспортной сфере. Актуализированы вопросы обеспечения фундаментальных конституционных прав человека в сфере транспорта, правовых и организационных основ государственного управления транспортной сферой в России, а также разграничения полномочий между органами государственной власти и органами местного самоуправления в целях их реализации. Затронуты вопросы развития теории права. Определена методика выполнения заданий. Адресуется обучающимся по магистерской программе «Юридическая деятельность в органах государственной и муниципальной власти» (40.04.01 Юриспруденция); «Государственное и муниципальное управление» (38.04.04 Государственное и муниципальное управление), а также при подготовке обучающихся по специальности (40.05.02 Правоохранительная деятельность, специализация – административная деятельность). Обогатит научное представление студентов и может быть полезным для преподавателей и аспирантов/адъюнктов юридических вузов, практикующих юристов.
