    Abstract:
    В статье рассматривается понятие государственно-частного партнёрства (ГЧП) как институционального механизма долгосрочного взаимодействия государства и частного сектора, основанного на объединении ресурсов, распределении рисков и взаимной ответственности. Актуальность исследования обусловлена необходимостью поиска внебюджетных источников финансирования инфраструктурных и социально значимых проектов в условиях экономической нестабильности. Целью работы является уточнение содержания категории ГЧП и выявление перспектив его развития в отечественной экономике с учётом макроэкономических ограничений. Методологическую основу составляют институциональный, системный и сравнительный подходы, а также анализ нормативно-правовой базы и практики реализации концессионных соглашений.

  • Special lotteries for the implementation of infrastructure projects

    Abstract:
    The chapter examines the history of lotteries as a mechanism for the random distribution of assets and a fundraising tool, as well as their role in financing socially significant projects. The evolution of lotteries is traced from the first European draws of the 15th century in Burgundy, Flanders, and Italy to the national lotteries of the modern era. The contradictory reputation of lotteries is demonstrated: from Adam Smith's “tax on ignorance” to Thomas Jefferson's “voluntary tax.” Using the example of the United States, the article reveals the use of lotteries to finance cities, roads, schools, and militia, as well as the struggle of reformers for their prohibition in the 19th century. Special attention is devoted to the Soviet experience: the prohibition of lotteries after the revolution, their return during the famine of 1921, and the activities of the “Avtodor” and “Osoaviakhim” societies. The financial parameters of the draws and the role of lotteries in popularizing motorization and strengthening defense capacity are shown. Contemporary trends are analyzed: the normalization of lotteries, their connection with charity, the concentration of gambling among the poorest strata, and the dependence of service financing on ticket sales. A conclusion is drawn about maintaining a balance of financial, public, and state interests. The material is addressed to researchers of economic history, sociologists, and specialists in the field of fundraising.

    В статье представлена социально-экономическая характеристика новых регионов РФ. Новые субъекты безусловно, играют важную роль в стратегии формирования конкурентоспособной экономики на всероссийском уровне. Интеграция новых регионов в экономику Российскую Федерацию открывает перед ними широкие перспективы благодаря их высокой экономической ценности и активной рабочей силе. Эти территории сталкиваются с рядом сложностей, включая демографические сдвиги и отсутствие современной инфраструктуры. Тем не менее их присоединение обещает значительные выгоды на федеральном уровне, в частности усиление транспортной и энергетической отраслей, расширение туристического и рекреационного потенциала, а также рост производительности в металлургии и аграрном секторе.

    Инновационные инфраструктурные проекты направлены на рост экономического потенциала, создание множества рабочих мест в высокотехнологических отраслях и развитие местного и регионального потенциала. Проекты имеют решающее значение во всех без исключения регионах, включая РФ, поскольку они направлены на привлечение долговременных инвестиций в крупнобюджетные отрасли: в дорожное строительство, телекоммуникационные и энергетические секторы экономики. Соответственно, разработка и реализация таких крупных проектов требует значительного финансирования, причем как в явной, так и в косвенной форме, что обеспечивает концептуальную основу для формирования страховых продуктов для инфраструктурных проектов в соответствии с современным инновационным подходом в области страхования.

    The results of the application of ecosystem connectivity in research on the management of infrastructure projects in the transport sector are presented based on management theories and energy management theories. Given the understanding of the project ecosystem, its tasks are defined within the framework of different approaches to understanding the project life cycle. The purpose of the study is to determine the list of economic subjects of the project (stakeholders) and factors influencing the economic efficiency of infrastructure projects in the transport industry. The results obtained have scientific novelty and can be used to enrich the theory of project management, as well as practical significance for organizations – project developers and other interested parties.
