The article examines the evolution of legal policy principles from static normative guidelines to a dynamic, value-targeted and strategically oriented system. The author analyzes the transition from the positivist paradigm to a modern understanding of principles as socially significant values and benchmarks of justice. The article examines the importance of legal procedural policy as a strategic tool for the development of modern jurisprudence. The author reveals its role in ensuring fairness, legality and effectiveness of justice, emphasizing the connection with the legal process as the main form of implementation. Key methodological foundations are analyzed: goal-setting, axiological approach and foresight in law. Particular attention is paid to the need for a clear distinction between goals and means in legal activity, as well as the formation of legal awareness.
