    The chapter raises the relevant issue of the development of the Russian economy during the sanction period. Based on the methods of statistical analysis, comparison and generalization, a comparative characteristic of the definitions of the concepts of "sanctions" given by different authors is carried out. The stages of the sanction period of the Russian economy are distinguished and characterized. The objective and advantages of import substitution are noted, the analysis of the Russian sanction economy is carried out, the sanction policy towards Russia and the packages of anti-Russian sanctions are characterized. The directions of the impact of sanctions on the Russian economy, the factors of restoring the growth of the Russian economy, the sanctions packages are outlined and their consequences in the Russian economy are indicated.

    Abstract:
    The chapter deals with such concepts as import substitution, food and technological sovereignties. One of the tools supporting technological and food sovereignty is software and locavore. This conceptual apparatus is analyzed. The directions of the economic development of the Russian Federation at the present time are demonstrated. The historical origins of the origin of locavorism are investigated. Its principles of action are determined, the advantages and disadvantages of this tool are demonstrated. As a result of sociological research, the motivations of consumer behavior for the use of locavore were determined, these motivations are ranked in accordance with the degree of importance for the buyer. The results of several studies conducted in America and England are given. The relevance and necessity of using the tool at the present time is proved. In addition, the role and problems of Russian farming are considered as the basis for the development of locavore. The problems in the interaction of farms with restaurants are Identified. Examples of the use of successful locavorism in the Russian and global restaurant business are given. The main advantages are generalizing given when using the tools of the program of technological and food sovereignty, which the Russian Federation has taken a course, which can lead to the socio-economic success and sustainable development of country.

    Abstract:
    Tax revenues to the budget are a significant part of the income of any state. A decrease in tax revenues can lead to a budget deficit and to a decrease in funding for various government activities and programs. The special military operation was not initially designed for a long time, and therefore its financing and execution resources were limited. In the process of its implementation, it turned out, as expected, Western countries perceived it sharply negatively and began to impose sanctions against Russia, which limited budget revenues, as well as the possibility of financing this operation. Therefore, there is such a problem: on the one hand, to continue the operation, funds are needed that can be received by tax revenues, and on the other hand, the very conduct of such an operation significantly reduces the possibility of tax revenues due to sanctions of Western countries.
