    Abstract:
    The paper presents the results of the study of the legal nature of the Development Strategy. It is concluded that in the process of development, adoption and approval of such a Strategy there is a transformation of its legal nature. From the scientific document, it becomes first an individual, and then a normative act, which contains instructions addressed to the non-specific circle of subjects of public relations, designed for repeated application (legal norms).

    Abstract:
    Determining the level of personnel competencies is an important process for increasing the efficiency of their activities. Today, the urgent issue is to develop such a system of assessment and certification of personnel that will be objective and will not be influenced by the “human factor”. In the article, the author makes an attempt to formulate proposals for improving the procedure for certification of state civil servants, and its legal regulation.
