    Abstract:
    The article reveals aspects of training university students on healthcare and social security. We consider the goal and result of the presented program to be the creation of a socially safe and health-preserving environment at the university. The program is based on personal, active and systematic approaches, which involve the study of the student's personality as a subject of social and professional activity. As a result of the study mechanisms for organizational, managerial and content-technological support for the creation of such environment in the university have been developed. That allows, with the help of extracurricular and classroom sessions with students, to carry out theoretical and psychological training of young people, as well as provides social security and health preservation.

    Security and productivity of the payment system are the most important factors in ensuring the economic security of the state. Payment systems of the National Bank of the Republic of Kazakhstan are characterized by high efficiency indicators, but the predominance of card products of foreign payment systems in the retail payment market creates potential threats to the financial independence of the state. The experience of the formation and development of the National Payment System of the Russian Federation can be useful for making decisions on overcoming threats to the financial security of the national economy.

    Abstract:
    This article examines the problems of formation and subsequent management of economic security of the subjects of the agricultural sector of the economy (on the example of the existing agricultural enterprise LLP «ABC»). The study was conducted using analytical, statistical, graphical methods, as well as the method of situational analysis. The result of the study was the development and updating of a step-by-step model of formation and management of the system of economic security of agricultural producers. The application of this model will allow, firstly, to identify the main threats that damage the efficiency of economic entities; secondly, to take timely measures to neutralize threats.

    Abstract:
    At the present stage of the agro-industrial complex development of the Republic of Kazakhstan, raw materials play a key role. The lack of raw materials is especially acute problem for enterprises that process agricultural products. The problem of providing raw materials to enterprises of the Kostanay region that process livestock products is studied at the article. The development of agricultural cooperation in the Kostanay region is one of the factors of food independence and security of the region. At the same time, the existing mechanism for the formation and functioning of agricultural cooperatives does not fully provide a solution to this problem. The model of «anchored agricultural cooperation» is proposed as a tool to ensure a stable raw material base for processers. This model provides for the partnership of small peasant (farm) holding, individual entrepreneurs with a large anchor producer or processor.

    Abstract:
    Under modern conditions, the grain market of the Eurasian Economic Union, which should be a developed regional organizational and economic system, has not yet been formed. In the analyzed period, it is basically considered the purchase and sale of grain and its processed products. The problems of the effective functioning of the grain market, ways of their solutions for ensuring food security are defined in the conducted scientific study. In order to take into account the place and role of each EAEU member country, it is necessary to develop a program for the development of a broad market for grain and its processed products in the foreseeable future. In addition, it is necessary to develop a common state strategy for the development of grain export and its processed products. For this purpose it is necessary: to optimize the structure of exported grain, to unify existing domestic standards for grain and products of its processing, primarily in the EAEU member states, with the standards of grain exporting countries, to create specialized zones taking into account natural and climatic features, the availability of developed infrastructure for grain production, to reconsider at a qualitatively different level the interaction on the above mentioned problems, primarily be-tween Russia and Kazakhstan. For solving above mentioned problems during the study the following methods were applied: abstract and logical, monographic and statistical analysis.

    The article discusses the competences and powers of the state authorities of the Russian Federation within their legal status in the field of ensuring the security of critical information infrastructure. Some functions and authorities in the field of information security have changed in a number of federal executive bodies. In particular, the Federal Security Service, on the basis of a presidential decree, is authorized to create a state system for detecting, preventing and eliminating the consequences of computer attacks on information resources of the Russian Federation. However, not all rights and obligations are enshrined; a number of powers cause the duality of the legal status of certain federal bodies of state power. The clarity and unambiguity of securing the rights and obligations of state bodies authorized in the field of information security are guarantees for effectively ensuring the security of important information infrastructure facilities.

    The article deals with theoretical and legal issues related to the mechanisms of national security. The study shows that in order to ensure national security, it is necessary to take into account its constituent elements. One such element is energy security. Ensuring energy security should be implemented at the local, regional and Federal levels, taking into account the constitutional rights of citizens to a favorable environment, the prevention of environmental and man-made disasters, the rational use of natural resources. The author proposes to apply new approaches to the regulation of this type of relations, taking into account the systematization of normative legal acts in force in the Russian Federation, for the most effective solution of environmental and legal problems of energy security in Russia.

    The article deals with the complex of issues of civil society influence on the formation and activity of the Armed Forces of the state. Based on practical examples, the author considers the specifics of the professionalization of the army in Latin America, draws Parallels with the Russian Federation. An important common feature of Russia and Latin America, the author believes hypertrophied public attention to the Armed Forces. In the Latin American States, which no one is going to attack, the army is perceived as a symbol of statehood, the value of the guarantee of its sovereignty, it is exalted, the officer corps is respected. In the Russian Federation, civil society is critical of the growth of defense spending, advocates a complete transition to a professional army.

    The article emphasizes that the fight against extremism and terrorism, as a complex problem, has become one of the priorities in the fight against crime for states at the global and regional levels.     The monograph presents studies of information protection tools against unauthorized access to automated radionuclide spectrometry systems based on a scintillation gamma spectrometer. As a result of the conducted researches, the system's security indicators have been obtained, which allow to calculate and optimize the probability of damage from unauthorized access taking into account the operating time and the applied information protection means. The developed analytical estimations allow to calculate the upper and lower bounds of the probability of unauthorized access to confidential information at the design stages of automated systems.
