    В статье авторы пришли к выводу, что реформа местного самоуправления направлена на включение его в единую систему государственного управления с целью повышения социально-экономической эффективности региона. В ходе исследования ключевые факторы были разделены на три сферы: экономическую, политическую и социальную. Отмечено, что основная проблема заключается в отсутствии концепции долгосрочного регулирования, что означает: муниципальные власти обладают политической автономией лишь формально и не располагают достаточными организационными и финансовыми ресурсами для ее реализации.

    Abstract:
    The chapter analyses global and Russian experience in the prevention of and counteraction to bullying in the educational environment. Scandinavian programmes (Olweus, KiVa), American legislative and behavioural models (PBIS), Asian approaches (Japan, South Korea), and practices of BRICS countries (Brazil, India, China, South Africa) are examined. Common features of successful strategies are identified: systematicity, multi-level approach, involvement of all educational process participants, and consideration of cultural context. Special attention is paid to Russian projects («Everyone Matters», «Travli.NET»), federal and regional initiatives, and current legislative proposals. The necessity of creating a unified national bullying prevention programme combining best foreign practices and Russian innovations is substantiated. The chapter is addressed to teachers, psychologists, educational administrators, and social prevention specialists.

    В статье предпринимается анализ особенностей организации учебного процесса в условиях семейного образования как феномена, выходящего за пределы сугубо дидактической проблематики. Семейное образование рассматривается не как альтернатива школе, но как принципиально иной способ бытия человека в образовании, в котором индивидуализация обретает онтологический статус, а ответственность родителя – экзистенциальное измерение. На основе историко-философского анализа идей В.В. Розанова, Л.Н. Толстого, К.Н. Вентцеля, а также современных отечественных и зарубежных исследований выделяются структурные компоненты организации учебного процесса, четыре ключевые особенности (индивидуализация, вариативность моделей, систематический контроль и аттестация, организационно-педагогическое сопровождение) и условия их реализации.

    Обосновывается перенос аппарата потокового машинного обучения с детекцией концептуального дрейфа (ADWIN, Adaptive Random Forest) из задач адаптивного энергоменеджмента в задачу непрерывного психолого-педагогического мониторинга состояния обучающихся. Показано, что инкрементальные ансамбли снижают погрешность прогнозирования на 22–34% и выявляют смену поведенческого режима в среднем за 12,3 наблюдения, что создает основу для своевременной педагогической поддержки.

    Проблема дефицита учебных ситуаций «длинного хвоста» (редких, опасных и экстремальных производственных событий) решается с помощью генерации синтетических данных в физически точных виртуальных средах. Методы доменной адаптации (визуальная рандомизация, DANN со слоем инверсии градиента) обеспечивают перенос навыков с тренажёра на реальную деятельность: сбалансированная точность 87,1% без реальных размеченных примеров. Обсуждаются последствия для разработки программ профессионального образования.

    В статье рассматривается проблема научного осмысления организации семейного образования в контексте современной педагогической науки. Показано, что семейное образование представляет собой не только альтернативную форму получения образования, но и самостоятельный предмет педагогического исследования, требующий теоретического анализа. Раскрываются нормативно-правовые, исторические и организационно-педагогические основания семейного образования. Предлагается типология моделей организации учебного процесса в условиях семейного образования по степени автономии и по используемому образовательному ресурсу. Анализируются современные цифровые инструменты как элемент организации учебного процесса. Определяются ключевые противоречия и перспективные направления научного изучения семейного образования.

    Статья посвящена проблеме формирования у студентов вуза навыков решения профессиональных задач. Рассматривается роль иммерсивного моделирования профессиональной деятельности в сокращении разрыва между теоретической подготовкой и готовностью действовать в реальной профессиональной ситуации. На основе теоретического анализа и синтеза положений контекстного и деятельностного подходов обоснованы структура и эффективные условия реализации методики по формированию навыков решения профессиональных задач у студентов вуза. Уточнены понятия «опыт» и «навык» решения профессиональной задачи. Описывается алгоритм реализации методики, включающий 5 этапов: ориентировочно-мотивационный, имитационно-операциональный, проблемно-ситуационный, рефлексивно-корректировочный и трансферный, а также выделены критерии и уровни диагностики сформированности навыков.

    In the current economic environment, the industrial sector's priority goal is to satisfy consumer demand for goods and achieve economic efficiency in enterprises with limited resources. In this regard, the problem of correctly formulating the production process optimization problem as the basis for the successful operation of an industrial enterprise is becoming increasingly important. This study addresses theoretical issues related to understanding the essence of the production process and formulating the optimization problem. The work utilizes general scientific methods based on economic and methodological developments by Russian scientists in the field of constructing mathematical models for optimization problems, general systems theory and systems analysis, the method of expert assessments and comparative analysis. A clarified authors' definition of the concept of «production process» is provided. An algorithm for formulating an optimization problem is presented. The input parameters are defined, combined into production-technological, personnel, and innovation-digital blocks, in which, based on the expert assessment, optimization indicators for the industrial enterprise's production process are established. In conclusion, it is concluded that effective production optimization is possible only if the solutions found are consistent and meet the current and future needs of both the enterprise and the economy as a whole.

    The study, covering the period from 2010 to 2025, analyzes the transformation of the Russian labor market in the context of four fundamental shifts (recovery from the global crisis, sanctions adaptation, the COVID-19 pandemic, and the transition to technological sovereignty). Using a comprehensive econometric toolkit (testing time series for stationarity, correlation and cointegration analysis, principal component analysis, and autoregressive models), the study establishes that the labor market has ceased to serve as a passive shock absorber during crises and has become a core load-bearing element of the new economic ecosystem. Systemic contradictions are identified: an anomalous relationship between key rate increases and nominal wage growth, rising structural unemployment due to a mismatch between worker qualifications and employer demands, an acute shortage of engineers, and job creation predominantly in traditional heavy industry, which runs counter to environmental objectives. Principal component analysis reveals that 70% of the system's variability is captured by a single latent factor (employment, wages, and the key rate); a pro-cyclical pattern of monetary policy is identified. A significant negative correlation is found between environmental pressure and unemployment. An autoregressive model incorporating the macroeconomic overheating index, environmental factors, and innovation is identified as optimal. The key driver of qualitative growth is the rate of human capital renewal rather than its absolute volume. Institutional conditions for the transition to intensive labor resource management are formulated.

    Abstract:
    The chapter examines the systemic imbalances of Russia's national innovation system (NIS) in the context of ensuring technological sovereignty. Based on an analysis of time series data for 2000–2024 using cointegration analysis and vector autoregressions, it is established that the NIS operates asymmetrically: there is no statistically significant impact of the created infrastructure on the generation of intellectual property, nor is there feedback – patents do not stimulate the immediate creation of new institutions. The only sustainable driver of inventive activity is high-level human capital – researchers with advanced degrees. Expanding staff numbers is the main trigger for the bureaucratic growth in the number of legal entities in the R&D sector. The scientific novelty lies in the econometric substantiation of the concept of “institutional lag,” demonstrating the absence of cointegration between scientific outputs and infrastructure; quantitatively differentiating the determinant factors of the two NIS circuits (elite quality vs. physical labor volume); and showing the ineffectiveness of relative budget indicators for forecasting micro-shocks in the innovation process. The conclusion is drawn that a paradigm shift in governance is necessary: a transition from directive construction of research institutes to targeted support for degree-holding research teams and the creation of flexible legal mechanisms.

    Статья посвящена комплексному анализу правовой неопределённости юридического статуса участников строительного цикла в условиях цифровизации строительной отрасли Российской Федерации, закреплённой в национальной программе «Цифровая экономика». Внедрение государственных информационных систем обеспечения градостроительной деятельности (ГИСОГД), технологий информационного моделирования (ТИМ) и электронного документооборота в ИСУП кардинально меняет среду правоотношений, однако нормативно-правовое регулирование существенно отстаёт от технологического прогресса. Традиционные конструкции Градостроительного кодекса РФ оперируют понятиями, сформированными в аналоговую эпоху, что порождает коллизии (например, квалификация юридических последствий действий алгоритмов автоматического согласования документации). На основе формально-юридического и сравнительно-правового методов выявлены нормативные пробелы, создающие риски для участников рынка, инвесторов и государственных органов. Сформулированы предложения по совершенствованию законодательства.

  • Simulation Modeling of Professional Scenarios for Developing Oral Communication Skills in English for Electrical Power Engineering Students

    The relevance of this study stems from the need to bridge the gap between classroom foreign language activities and the real-world communicative tasks that future power engineers face when operating equipment, conducting safety briefings, participating in international projects, and discussing technical regulations. The aim of the research is to theoretically substantiate, develop, and experimentally validate a methodology for using simulation modeling of professional situations to develop oral communication skills in English among students of electric power engineering programs. The material consisted of typical professional interaction scenarios selected on the basis of an analysis of industry documents and video recordings. The main methods included pedagogical modeling, a formative experiment, questionnaires, expert assessment of oral performances according to the criteria of fluency, terminological accuracy, and pragmatic appropriateness, as well as statistical data processing using Student's t-test. The developed methodology comprised three stages: pre-communicative preparation, group simulation of emergency situations, and reflective analysis of the completed tasks. The experiment was conducted over two semesters in undergraduate groups. The results demonstrated a statistically significant increase in speech coherence, accuracy of terminology use, and the ability to produce spontaneous reasoned statements. The findings suggest that the systematic integration of simulation modeling into an ESP course contributes not only to the improvement of speaking skills but also to increased motivation and the formation of students' professional identity.

  • Phraseological Representation of the Category of Time in Russian, Chuvash and English: A Semantic and Linguocultural Perspective

    The paper examines the semantic and linguocultural model of phraseological representation of the category of time in Russian, Chuvash, and English. The research material comprises lexicographic sources and fixed expressions with temporal semantics denoting duration, cyclicality, timeliness, expectation, temporal limit, and the impossibility of an event. The study employs the continuous sampling method, descriptive method, lexical-semantic, contextual, and comparative-contrastive analysis; a linguocultural approach is applied to interpret nationally-specific cultural meanings. The research was conducted in several stages, including the selection of units, their distribution into semantic groups, and comparison according to uniform parameters: time model, typical means of expression, cultural dominant, and nationally-specific zone of representation. The scientific novelty of the study lies in refining the comparative typology of temporal phraseology with the inclusion of Chuvash material, which has previously been underrepresented in research. Special attention is paid to Chuvash temporal-modal constructions with the meaning “will never happen.” The results obtained show that, within the scope of the material examined, the universal models are time as movement, as a resource, and as a cyclical process. At the same time, Russian material predominantly activates an evaluative-philosophical conceptualization of time, Chuvash — natural-ritual cyclicality, and English — punctuality, planning, and the pragmatic value of time.

    The chapter presents an innovative experience of modeling the process of professional training of students through the introduction of reflexive pictographic pedagogical tasks. The key element of the model is reflexive pictographic pedagogical tasks, where the visual clarity of pictographs helps the student not to keep a difficult situation in mind, but to constantly perceive it figuratively. The potential of this approach for enhancing reflection, visual representation of pedagogical situations and integration of theoretical knowledge into professional skills is substantiated. The chapter analyzes the features of the development and application of visual task models, their role in the transformation of educational and professional activities into quasi-professional ones.

  • Pedagogical model of implementing multisensory approaches in teaching English to second-grade students to form motivational competence

    The chapter presents a pedagogical model for implementing didactic support of the multisensory approach in teaching English to primary school children (Grade 2), aimed at developing their motivational competence. The relevance of the study is determined by the contradiction between the recognized effectiveness of the multisensory approach and the insufficient development of its didactic support with regard to the initial stage of education. The paper describes the structural components of the model (target, theoretical and methodological, content, procedural, methodological, and result-oriented), presents a developed set of ten multisensory exercises, and provides a detailed description of two of them («Rough Letters: Trace and Remember» and «Umbrella: Name and Hide»). Experimental verification confirmed the effectiveness of the developed model: a significant increase in the high level of intrinsic motivation (from 9.5% to 47.6%) and a decrease in the low level (from 61.9% to 14.3%) were recorded in the experimental group. The model can be used by English language teachers and methodologists in the practice of primary language education.

    In this paper, educational video blogging is considered as a pedagogical technology that requires a specialized set of competencies from the teacher. The typology of educational video blogging is revealed. The key competencies of the teacher are identified, effectively transfer knowledge in video format, structure content taking into account cognitive load and achieve planned educational results. Modern infrastructural constraints are taken into account: a focus on domestic video hosting is proposed to ensure the sustainability of the educational process. The necessity of systematic development of the teacher training infrastructure is shown through a combination of self-education and additional professional education programs.

    В статье исследуется вопрос применения искусственного интеллекта для анализа социально-экономических характеристик сельских поселений на примере двух районов Самарской области. В эксперименте сравниваются нейросетевые модели GigaChat и DeepSeek. Показано, что использование только интернет-поиска может приводить к ошибкам, тогда как загрузка официальных документов (паспортов поселений) значительно повышает достоверность результатов. Делается вывод о необходимости верификации данных, полученных с помощью ИИ, и о перспективности использования нейросетей для оптимизации сельской инфраструктуры.

    Abstract:
    В условиях стремительной цифровизации здравоохранения особое значение приобретает внедрение IT-решений в образовательный процесс медицинских вузов. Концепция цифровых двойников пациентов открывает новые горизонты для практической подготовки студентов-терапевтов, позволяя моделировать клинические сценарии, прогнозировать течение заболеваний и отрабатывать диагностические алгоритмы без риска для реальных пациентов. В статье рассматриваются технологические основы, педагогические преимущества и этические вызовы применения цифровых двойников в терапевтическом образовании.

    Abstract:
    Статья посвящена актуальной проблеме внедрения пропедевтических курсов по трёхмерному моделированию в начальной школе. Рассматривается поэтапное обучение: от создания объёмных объектов из пластилина до использования 3D-ручки и графических редакторов. Обоснована целесообразность комбинированного применения 3D-ручки и редакторов для эффективного моделирования в реальном времени. Описана классификация команд в редакторах (инструменты, модификаторы, текстуры, визуализация). Представлена модель АПРПО (анализ, планирование, разработка, проведение, оценка) как основа для разработки учебных программ, учитывающая организационные, содержательные и технологические аспекты обучения.
