    Abstract:
    The chapter makes research of methodology, structural and functional composition of the system for securing national economic sovereignty. Its model is constructed. The mechanism for implementing a country defense function within securing of economic sovereignty is considered. The conclusion is formulated that safe protection of the society is provided by defense function of a country, which includes the matrix of interrelated and interdependent blocks of system management and the block of due consideration of national interests.

    Traditional Russian spiritual and moral values are life, dignity, human rights and freedoms, patriotism, citizenship, service to the Fatherland and responsibility for its fate, high moral ideals, strong family, creative work, priority of the spiritual over the material, humanism, mercy, justice, collectivism, mutual assistance and mutual respect, historical memory and continuity of generations, the unity of the peoples of Russia. They were formed in connection with the process of formation and strengthening of statehood. This led to the formation of Russia as a civilizational state. This quality captures the current state of Russian statehood, which, unlike a national state or a nation-state, accommodates an entire civilization that arose as a result of the unity of people who are different in their ethnic, confessional, cultural affiliation, but united on the basis of common spiritual and moral values.

    Addressing the life of the Russian language as the basis of existence of our people, conscious and purposeful study of the Russian language and teaching it as a native, a second native language, also its dissemination in the world is indispensable and paramount condition for the preservation of the Russian civilization. In all recent conceptual documents, legislative acts, federal and regional programs, the issues of promoting the preservation and development of the Russian language and culture are given a central place. The problem of preserving and developing Russian language and culture and ethno-cultural identity, stated in the chapter, is the issue of preserving one's belonging to a system of cultural values, a set of knowledge, social group experience and traditions developed by ancestors over many centuries.

    Abstract:
    A strategic study of the socio-economic development of Russia determines significant changes in the vocational education system which is discussed in this chapter. Professional training of workers, employees, specialists is the basis for the reform and modernization of production in accordance with innovative technological equipment. Decisions on how to «tune as much as possible» (V.V. Putin's statement) vocational education to the needs of the economy, to solve the problems of development of individual regions and the country as a whole system of dual education, but also strengthening the country's technological sovereignty, factors of national security and «quality of life of people». In fact, today it is necessary to adjust the model of vocational training in colleges and institutes in line with strengthening its practice-orientation, targeting and mobility. Today, the dual system of professional (German) education has received worldwide recognition, it is the most widespread and recognized form of personnel training, which combines theoretical training (in our country 40%, in Germany 20–25%) in educational institutions and industrial training 75–80% enterprises); 96% of young people who underwent dual training got a job in enterprises, today this is the best indicator in Western Europe.
