    The strategic resource of the state-civilization should be tightly coupled with the main functions of the state, primarily with its security, which directly depends on the life support system of its citizens. To do this, it is necessary that the assessment of the effectiveness of the raw materials and industrial sectors of the economy, as well as government actions to reform them, be carried out mainly on the contribution of these sectors to the development of the health and education of the nation, to an active demographic policy, to comprehensive support for the younger generation, to the development of national entrepreneurship, and the preservation of the potential of the natural environment. It is in these areas that the lion's share of rental income and income from the economic exploitation of state property should be directed.

    Abstract:
    The competent use of the human resources potential of any enterprise carries with it sufficiently high opportunities for further intensification of activities, which means, as a result, an increase in profits. This explains the relevance of the material, based on the fact that the human resource is exhausted, has many limitations and risks, and therefore needs new models and tools that correspond to the spirit of the time. A study of the activities of the Moscow hospitality complex On Sukharevka LLC is devoted to their search. With the help of systematic, integrated, situational and process approaches, a multifactorial analysis of the current state of affairs is carried out, and more promising algorithms for personnel policy in the hospitality system are being searched. The value of the conclusions drawn increases in a multiplicative progression, taking into account the importance of small business in the strategic development of the economic space of the Russian Federation.

    Abstract:
    The chapter examines such a fragment of socio-economic relations of the meso-level as the distribution and redistribution of income of the population depending on the fields of activity, economic situation in general, average wages of the territory and much more. The indicators of nominal and real incomes of people, their structural composition, and the impact on the growth of quality of life are taken into account. By interpreting the statistical material accumulated by the Kaluga Region over the past fifteen years in this direction, a search is underway for a more effective model (its contour) of socio-economic management at the regional level. The designated range of priority problems also includes the issue of the fight against poverty, reducing the number of people below the subsistence level. The graphic schemes created by the researchers help to decode the submitted text sufficiently and intelligibly. Intermediate conclusions, in turn, (linked to separate graphs) make it possible to polemize already in the course of reading the developments made. The increment of scientific knowledge is seen in the great generalizing power of the analysis made, which can be useful to almost any meso-level system in terms of improving the motivational policy of the real sector of the economy.

Market relations increase the responsibility and independence of organizations in the development and adoption of management decisions to ensure the effectiveness of settlements with debtors and creditors. Rational organization of control over the state of settlements, contributes to strengthening contractual and settlement discipline, fulfilling obligations for the supply of products in a given assortment and quality, increasing responsibility for compliance with payment discipline, reducing receivables and payables, accelerating the turnover of working capital and, consequently, improving the financial condition of organizations.

    The article deals with the study of the dynamics of the formation of the "I" image in primary school children with mental retardation. As a result of the author's empirical study of the features of the formation of the "I" image of younger schoolchildren, it was revealed that their "I" image is characterized by cognitive simplicity, weak differentiation, low hierarchization, insufficient degree of clarity and consistency, incompleteness, as well as an insufficiently high level of self-esteem. By the dynamics of the formation of the "I" in this article, the author means both differences in the features of the image of the "I" of the 1st and 3rd grade subjects representing 2 experimental groups of the study, and a comparison of the features of the "I" of younger schoolchildren before and after the implementation of measures for psychological correction.     The relevance of the material lies in its demand due to changes in the domestic economy under the pressure of various force majeure circumstances (COVID-19, various anti-Russian sanctions from unfriendly countries) and the search for ways out of the current difficult situation. In this way, the author sees the improvement of the project personnel management system to preserve the "human capital" and all its components as one of the target indicators. There is a search for new tools and models for "stitching bottlenecks" in the personnel direction. New vectors of development in the most promising areas are predicted. The methods of empirical research are defined: system analysis, comparative analysis, economic and mathematical methods, observation method and others.     The monograph clearly shows three parts. The first part contains a vector analysis of a group of equations often referred to as the «Maxwell Equations». Actually one equation belongs to Maxwell's pen, in which he introduced the so-called «bias current». Analysis shows that this current is an extra postscript and interferes with the mutual consistency of the group of equations. Without this current, the wave properties of the electric and magnetic fields disappear. Electric and magnetic fields cease to be a «special form of matter." In the second part, a brief presentation of the fundamentals of new electrodynamics is given, without the Maxwell equation, a group of equations is written, which has no contradictions. The basis is the equation of potentials, the Coulomb law and the laws of the interaction of currents. The theory of radio signal propagation is subject to further development. The last part provides examples of a detailed, complete calculation of the electric and magnetic potentials of typical sources. The monograph is intended for researchers, teachers, graduate students and senior students of technical universities.
