    The authors of the article note the fact that the topic of this study is due to the rapid development of digital technologies and the deepening integration of the Internet into all spheres of public relations. They pay close attention to the fact that modern conditions of economic transformation require a revision of traditional approaches to the legal regulation of intellectual property turnover, taking into account the peculiarities of their digital reproduction, distribution and use. The authors express the opinion that violations of intellectual rights in the online environment have become widespread and cross-border, which requires not only improvement of national legislation, but also effective interaction at the international legal level.

    Abstract:
    The article is dedicated to a comprehensive analysis of the judicial procedure for declaring a citizen incapacitated in the Russian Federation. It examines both the substantive and procedural aspects of this institution. The key criteria for incapacity (medical and legal) established by civil legislation are explored, and the procedure for judicial proceedings is described in detail in accordance with the norms of the Civil Procedure Code of the Russian Federation. Special attention is given to the role of forensic psychiatric examination, the legal status of applicants, and the mandatory involvement of guardianship and custody authorities.

    The article explores the motives of Russian citizens choosing long-term life insurance, reveals the importance of this tool in the process of accumulating family capital and ensuring the stability of future generations.     Abstract:
    The chapter considers the issue of criminal-legal protection of information security at the international level. The main attention is paid to the national legislation of the USA, Great Britain, France and Germany in this area. The main regulatory legal acts aimed at ensuring cybersecurity, as well as liability mechanisms for violations in the field of information security are analyzed. Various aspects of information resource protection are considered, including the protection of state secrets, privacy and critical information infrastructure facilities. An analysis of international experience in countering crimes in the field of information security revealed key problems: difficulties in identifying intruders, difficulties in investigating and solving crimes. It is proposed to create an international convention on information security under the auspices of the UN. It is concluded that the regionalization of acts can lead to an increase in attacks from countries that have not signed the agreement. It is important to regulate liability for recording non-public conversations, dissemination of criminally obtained data and fraudulent access to protected information.

  • Legal aspects of judicial protection of exclusive rights to digital assets

    Abstract:
    The article is devoted to the study of legal conflicts arising in the context of judicial protection of exclusive rights to digital assets. The author analyses the peculiarities of qualification of such objects as cryptocurrencies, big data, 3D models and virtual game property, based on Russian and foreign judicial practice. The case of VKontakte v Double Data (2021) is considered, demonstrating the contradictions between the extraterritoriality of digital assets and the territoriality of jurisdictions. Particular attention is paid to the problem of distinguishing digital assets from intellectual property, as well as the dual status of virtual property. Finally, a classification of digital assets into three categories is proposed: protected intellectual property, virtual gaming property and crypto-assets. It emphasises the need to adapt legal norms to digital realities while maintaining a balance between innovation and protection of rights holders.

    Abstract:
    Ensuring environmental safety is a priority task for all countries. Sustainable development of the state, high quality of life and health of its population can be ensured provided that high quality of the environment is maintained. In Russia, the scale of pollution by production and consumption waste has reached a critical level, posing a serious threat to national environmental security. Large industrial regions of the country face the most serious environmental problems. The purpose of the study is to study regional problems of ensuring environmental safety. In the chapteruses such research methods as analysis of theoretical sources, study of official statistics, comparative analysis. The indicators characterizing the state of the environment of the Sverdlovsk region for 2021–2023 were analyzed. It was concluded that according to the National Environmental Rating in 2023 (autumn rating), the region was in last place, i.e. it was the worst region in the country in terms of environmental indicators. Despite the improvement of certain indicators for 2021–2023 (reduction in the volume of generated waste, the share of the population in cities with high levels of air pollution, discharge of polluted wastewater, etc.), the level of pollution of the atmosphere, water resources and soils in the region is very high. Success in solving environmental problems in the region largely depends on the implementation of an integrated approach, including economic (increased investment in environmental projects), social (increased environmental literacy of the population) and technological changes (digitalization and modernization of industry).

    In the context of the rapid transition to digital learning formats, cybersecurity is becoming one of the key tasks for educational institutions. The article "Cybersecurity in digital Education: Protecting the data of students and teachers" examines the main threats faced by participants in the educational process, including leaks of personal information, cyber attacks and fraud. Special attention is paid to data protection methods such as encryption, multi-factor authentication and user training in the basics of cybersecurity. Legislative aspects and standards governing the protection of personal data in the educational environment are also discussed. In conclusion, the article emphasizes the importance of creating a culture of cybersecurity in educational institutions, which contributes not only to the protection of information, but also to increasing the trust of students and teachers in digital educational platforms.

    The authors of the chapter review individual and group counseling based on modern psychodiagnostics methods and a personal approach. It is shown that these types of counseling contribute to the improvement of students' mental health and help them realize the importance of active participation in the process of their own growth and development. The system of diagnostics and planning of correctional measures creates a solid foundation for the formation of sustainable values ​​associated with a healthy lifestyle. The main theoretical approaches used in the work of psychologists of Bauman Moscow State Technical University in individual and group counseling are reviewed. The expediency of introducing various counseling directions for normalizing the psycho-emotional state of students is shown. The features and specifics of individual and group counseling are analyzed. The technical means used at the diagnostic stage of counseling are described. The authors show the effectiveness of using individual and group counseling in the work of the psychological service of Bauman Moscow State Technical University in forming attitudes towards a healthy lifestyle of students.     The relevance of the research topic is due to the fact that unemployment is one of the main problems that have a direct impact on the labor market at the macro and micro levels. The object of the study was the social relations that develop in the process of legal regulation of unemployment and employment in the Russian Federation. The subject of the study was federal regulatory legal acts providing social protection for the unemployed in the Russian Federation, materials of state authorities and their territorial divisions, judicial acts, as well as scientific developments of domestic authors. In the process of research, general scientific methods (analysis, synthesis, structural and systematic approach) were applied, private scientific methods were used, among which statistical, logical, comparative and formal legal methods should be distinguished. In the scientific works of modern authors, the development of theoretical approaches to the definition of the concept and categories of the unemployed continues, research is being conducted on the legal status of the unemployed and its classifications, legal issues of social security are considered. In this context, the issues of legal regulation of employment and social protection against unemployment seem relevant.     Abstract:
    September 2020 was the 10th anniversary of the dual education system in Russia. Germany (German school) is considered to be the ancestor of dual education. Its elements can be found in the systems of professional education in many European and Asian countries [2]. Today the dual system of professional education has received worldwide recognition – it is the most widespread and recognized form of personnel training, which combines theoretical training (in our country – 40%, in Germany – 20–25%) in an educational institution and industrial training (75–80% at the enterprises). This model of training is used in specialized secondary and higher educational institutions, and is financed jointly with business, which is interested in qualified personnel, and the state. The new training system should "arm" the graduates with three main competences, behavioral and personal qualities: Decision-making skills (Soft Skills); professional qualities (Hard Skills), because unprofessionalism is ruining Russia; modern technologies (Digital Skills).

    The article makes an attempt to analyze a new type of social assistance to low-income citizens, low-income families, as well as citizens in a difficult life situation in order to formulate proposals for its improvement. The President of the Russian Federation Vladimir Putin during the meeting with senators held on 23 September 2020 pointed out that "One of the key factors in war on poverty is the social contract" (https://ria.ru/20200923/bednost-1577654986.html). The social contract is a very effective type of social assistance, as it is aimed to activating the citizens themselves in increasing their level of material security. As a result of the contract, they get the opportunity to find a permanent income, including by opening their own business or running a personal subsidiary farm, solve their difficult life situation, retraining. Despite the positive dynamics of the increase in the number of signed social contracts, the mechanism of these contracts itself needs to be improved. In particular, the author suggests that social protection institutions move to proactive social work with poor citizens, informing them more fully about the features of the social contract. It is also proposed to transfer the distribution of quotas for the conclusion of a social contract in various areas of the activities carried out within its framework to the subjects of the Russian Federation, to revise the terms of the social contract in the direction of «job search».

    The article highlights the methodological issues of physical self-purification mechanisms of water bodies; they are closely related to the problem of protection and multipurpose water resources utilization. Methods of enhancing the physical processes of water bodies’ self-purification are described and considered to be included in lectures in construction educational institutions. Radioactive, mechanical, electromagnetic, and thermal mechanisms are characterized in detail. According to the authors, knowing of the physical mechanisms of self-purification will decrease the depletion of water resources and reduce their pollution.

    Abstract:
    The article presents the results of a methodological analysis of the norms of Russian civil law governing relations related to transactions in which there is an interest related to interested-party transactions). The evolution of the corresponding legal institution and the main factors that influenced it are investigated, and the interrelationships of the subject under study with other phenomena are revealed. Using the formal-dogmatic method based on metaphysical approaches, the provisions of the current Russian legislation on interested-party transactions are studied. The studied transactions are analyzed from the point of view of subject-object relations, the conflicts and contradictions generated by such transactions are revealed. Understanding the identified relationships allowed us to define a transaction with an interest as an action of an organization (legal entity) committed in the context of a subjective conflict, aimed at establishing, changing or terminating its civil rights and obligations, which creates the probability (danger) of causing damage to this organization due to the possible personal interest of its management entities in obtaining results that do not correspond to the interests of the legal entity.
